A. <br /> Sacramento, CA 95827 <br /> Re: Submittals for Quarterly Groundwater Monitoring at Triple E Produce <br /> Dear Mr. Marshall: <br /> This is in response to your January 12, 1999 letter to Michael Campos requesting that Triple E submit a. <br /> quarterly report by January 15, 1999. There has been confusion concerning the parameters and <br /> monitoring requirements on Triple E due to overlap between an old WDR(90-142) for the wash water <br /> treatment plant and a later WDR(96-118) covering the groundwater remediation program. Both Orders <br /> require monitoring of groundwater. In your letter you cited the Monitoring and Reporting Program <br /> (MRP) for 90-142 and suggested that Total Dissolved Solids (TDS)testing under "Water Supply <br /> Monitoring" could be done as well as testing for Trihalomethanes, Standard Minerals, and TDS under <br /> "Ground Water Monitoring." According to the MRP for 90-142, water supply monitoring is only <br /> required annually during plant operation. This testing was presumably scheduled this way to monitor <br /> the changes in water chemistry between source water and treatment system discharge. As the treatment <br /> plant is not operating in winter months, it makes little sense to test the water supply at this time. <br /> Quarterly groundwater testing for Trihalomethanes, Standard Minerals and TDS are performed for all <br /> groundwater monitor wells according to the MRP for 96-118. Quarterly reports have been submitted <br /> since adoption of the WDR for all the groundwater parameters including Trihalomethanes, Standard <br /> Minerals and TDS. The quarterly reports under this MRP are due the 20' day of the month following <br /> the quarter. The fourth quarter 1998 data was submitted early this quarter and was at the Regional Board <br /> before the 15th of January, 1999.
