Box 239 PERMIT/SERVICES <br /> Tracy, CA 95378 <br /> REVIEW OF GROUNDWATER MONITORING REPORT, TRIPLE E PRODUCE, <br /> TRACY, SAN JOAQUIN COUNTY <br /> We have reviewed the 30 January 2002 letter(Letter) you submitted and the 30 January <br /> Groundwater Monitoring Report Fourth Quarter 2001 (QMR) submitted by Condor Earth <br /> Technologies, Inc. on behalf of Triple E Produce (Triple E) for the facility at 8690 West Linne <br /> Road in Tracy(site). The Letter requests that Board staff grant full closure of the site based on <br /> the amount of money Triple E has expended for groundwater cleanup and the reduction in <br /> chloroform concentrations. The QMR discusses the groundwater sampling results of the <br /> December 2001 sampling event and proposes rehabilitation of monitoring well MW-1. <br /> We have the following comments on these documents: <br /> 1. Triple E submitted the QMR to satisfy the requirements of the annual groundwater <br /> monitoring report as listed in Monitoring and Reporting Program(MRP)No. 5-01-873. <br /> The annual report must include a tabular summary of all the results for required <br /> constituents, including total dissolved solids. <br /> 2. The QMR proposes redevelopment of MW-1 by flushing with potable water. If flushing <br /> is unsuccessful, Triple E proposes retrofitting the four-inch well by"jetting" a two-inch <br /> diameter PVC screen within the four-inch casing. Board staff does not agree with <br /> introducing non-native water into the groundwater. Triple E may retrofit the four-inch <br /> well if it can be done without introducing non-native water into the groundwater and the <br /> sand used to fill the annular space between the two and four-inch well is the appropriate <br /> filter size for the screen slot. <br /> 3. The Letter states that further extraction and treatment of groundwater is not necessary. <br /> Triple E ceased extracting and treating groundwater in May 2000, and Waste Discharge <br /> Requirements Order No. 96-118 was rescinded on 19 October 2001. <br /> 4. The QMR requests that monitoring wells MW-1 and MW-7 be retained for annual <br /> monitoring of chloroform. This is not consistent with the request for"full closure" as <br /> stated in the Letter. Board staff concurs that Triple E should continue to monitor MW-1 <br /> and MW-7, but on a semiannual basis. In addition, Triple E must continue to monitor <br /> MW-2 because it has the highest chloroform and total dissolved solids concentrations. <br /> California Environmental Protection Agency <br /> �a Recycled Paper <br /> The energy challenge facing California is real.
