Harding Way UST CLEANUP FUND CLUMANT #B-323
Stockton, CA 95202
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has reviewed the
"Workplan for Well Replacement" dated June 10, 1992, submitted by WFIF Environmental Consultants
Inc., and has the following comments.
Soil samples proposed to be taken during the construction of the replacement monitoring well will need to
be analyzed by the DHS laboratory and no mention is made in the workplan that this will be done. In the
past only selected samples were analyzed and due to the inconsistent pattern of selection, a true
representation of the soils beneath the site were not obtained. To ensure adequate data is collected,
PHS/EHD recommends samples be taken and analyzed every 5 feet or changes in lithology from the
surface down.
Deleted from well construction detail was the length of the screen interval and size of the perforations.
Also deleted was the description of how the well was to be finished at the surface. Please describe
whether a "traffic box" or "stovepipe" will be utilized as a finished construction detail.
All containerized soils and water left on site are to be labeled prior to the site being secured after
operations during this phase are completed. This includes all existing containerized materials currently on
site.
Include in your laboratory analysis Total Lead for soil and soluble lead in water per EPA tests. Any soil
analysis for Total Lead that equals or exceeds 13 ppm shall be analyzed for soluble lead and results
submitted to PHS/EHD along with all other tests.
Well development and sampling shall be witnessed by PHS/EHD personnel. Call and confirm an
appointment with 48 hours notice. Prior to developing or sampling groundwater from this replacement
well, the pH, temperature and electrical conductivity will be recorded and utilized as a standard to
determine stabilization prior to multiple casing volume extraction. Utilize EPA method 3510 (GCFID) for
total petroleum hydrocarbons-kerosene (TPH-K), not 3550, for water analysis. Analysis method 5520 D
and F shall be utilized for oil and grease (0 & G) for soil analysis and 5520 C & F shall be used for 0 &
G water analysis.
No mention is made for the destruction of MW#3 which this proposed well is replacing. Submit to
PHS/EHD a workplan addendum including method and materials to be utilized in its destruction. A
separate permit fee of$60 is required upon approval of this required workplan item.
A Division of Qan Joaquin County Health Care services IC'p
