(Valley Pacific) for the bulk fuel plant <br />at 930 Victor Road in Lodi (site). The January Report discusses the groundwater monitoring activities <br />conducted between July and October 2003 and recommends removing 1,2 -DCA analysis for monitoring <br />well MW6. The October Report discusses the groundwater monitoring activities conducted between <br />July and October 2004. <br />We have the following comments on these reports: <br />Regional Board staff does not concur with the recommendation to remove 1,2 -DCA analysis for <br />monitoring well MW6. MW6 has not been sampled for a year, and when last sampled, the <br />analyses did not meet the practical quantitation limit (PQL) required by Monitoring and <br />Reporting Program No. R5-2002-0827 (MRP), which is 0.5 micrograms per liter. <br />2. Based on review of the October Report, Valley Pacific has not installed monitoring well MW11 <br />as requested in our 16 December 2002 letter. Valley Pacific needs to complete installation of <br />MW11 as proposed. <br />3. The Site Activities section in the October Report states EPA Method 8021B is currently used in <br />the analysis of BTEX at the site. Valley Pacific needs to use EPA Method 8020 or 8260B as <br />required by the MRP. <br />California Environmental Protection Agency <br />07 Recycled Paper <br />The energy challenge facing California is real.
