C. Used Oil Definition . <br />The facility will only be permitted to recycle used oil. <br />Used oil is defined in Section 25250 of H&S Code as: <br />1. Any oil that has been refined from crude oil and has <br />been used and as a result of use, has been <br />contaminated with physical or chemical impurities. <br />2. Any oil that has been refined from crude oil and as a <br />consequence of extended storage, spillage, or <br />contamination with nonhazardous impurities such as <br />dirt and water, is no longer useful to the original <br />purchaser. <br />3. Spent lubricating fluids which have been removed from <br />an engine crankcase, transmission, gearbox, or <br />differential of an automobile, bus, truck, vessel, <br />plane, heavy equipment, or machinery powered by an <br />internal combustion engine. <br />4. Spent industrial oils, including compressor, turbine <br />and bearing oil, hydraulic oil, metal working oil, <br />refrigeration oil, and railroad drainings. <br />5. Contaminated fuel oil with flashpoint greater than <br />100° F. <br />D. Restrictions <br />1. The facility is prohibited of modifying, expanding, <br />adding, or changing any of the processes or units that <br />are listed in the Operation Plan (February 1988), <br />without prior approval from the Department. <br />2. The facility, at any time, cannot be the final <br />destination for hazardous waste drums or containers. <br />3. The facility must use impermeable materials in <br />construction of their secondary containment area. <br />4. The facility shall collect storm water coming from <br />different areas except the used oil recycling area in <br />the proposed retention pond. The acditional needed <br />water to fill the pond for fire fighting purposes must <br />be provided from on-site water wells. <br />5. The facility is prohibited from discharging their used <br />oil recycling wastewater into the proposed retention <br />pond. <br />6. The facility shall not transport the generated <br />wastewater to be blended or stored at Kiesel <br />Corporation facilities located at 4801 Fyler Avenue in <br />-32- <br />
