I have taken the information from
Status Report, Additional Site Investigation(report), dated 14 January 2002, prepared by Joseph
Ramage, RG, for Wright Environmental Services, Inc. I have included page 8 of the report which states
"Since two of the monitoring wells were installed within the Sierra Nevada Street right-of-way, an
encroachment permit was obtained from the City of Stockton. Since two of the monitoring wells were
installed on the San Joaquin County Fairgrounds, as access agreement was obtained from 2nd District
Agricultural Association". I have included a copy of the encroachment permit issued by the City of
Stockton in the attachment.
If you believe that MW-7 (not MW-6) is located on parcel number 15137008 at 1333 East Charter Way,
then you should contact the owner, Mr. Parmar, to confirm this.
MW-4 and MW-5 are both installed on parcel number 16918007. The property is owned by the State of
California but I think the City of Stockton may oversee the day-to-day operations of the County Fair
Grounds. I believe you should contact the City of Stockton Manager to confirm this information. I have
included the access agreement to install MW-4 and MW-5 at the County Fair Grounds in the attachment.
I believe you will need another access agreement to destroy the wells.
Lastly, I have included the two permits issued by Jeff Wong for the installation of the four off-site wells;
however, I'm not sure the two permits are helpful in addressing your concerns.
I hope that this information is helpful in clarifying whether you need access agreements or encroachment
permits.
Regards,
Vicki McCartney, Senior REHS
San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue
Stockton, California 95205
Phone: (209) 468-9852
Email: vmccartneyasjcehd.com
From: Brian Millman [mailto:bmillman@advgeoenv.com]
Sent: Thursday, November 08, 2012 3:44 PM
To: Vicki McCartney [EH]
Subject: 1419 East Charter Way, Stockton, CA - Former Stefanos Gas Station
Vicki,
Good afternoon Vicki, I was hoping you could assist me with some information regarding
the offsite wells at 1419 East Charter Way, Stockton, CA. I received your letter '
requesting a well destruction work plan, permitting fees and application. In the letter you
state that the site has 2 offsite wells located in the City of Stockton Right-of-Way. I have
been trying to ascertain more information regarding the installation of these wells. I have a
11/9/2012
