22 Sensitive Receptor Survey
To evaluate if gasoline hydrocarbons in soil and groundwater beneath the site threaten any
nearby sensitive receptors, Ramage Environmental surveyed potential sensitive receptors within
2,000-feet of the site (site vicinity) The survey included reviewing water well completion reports at
the California Department of Water Resources (DWR), contacting the local water purveyors, and
' touring the site vicinity
For the site vicinity, only one water well completion reports was on file at DWR Three additional
well completion reports were identified immediately outside of the 2,000-foot site vicinity radius
Appendix A includes a base map showing the locations of all four identified wells, a table
' summarizing any well construction data, and copies of the available well completion reports
The nearest water supply well (approximately 800 feet west of the site) is the California Water
Service Company Well #50, located on the south side of Jackson Street, approximately 300 feet
west of Airport Way According to Mr Eric Mar of the California Water Service Company, this well
has been out of service for several years, but remains open for potential future use Two of the
wells outside of the 2,000-foot radius are also California Water Service Company wells#19 and
#41 Well #19 is an active well, located approximately 2,400 feet northeast of the site Well #41
was plugged in 1983 The nearest active water well is the San Joaquin County Fairgrounds well
located near the center of the horse racetrack, approximately 2,100 feet southeast of the site
Reconnaissance of the site vicinity included a walking tour of the area The site vicinity is
bisected by East Charter Way South of East Charter Way is the county fairgrounds and other
light commercial properties North of East Charter Way, the site vicinity includes light commercial
and industrial properties and residential dwellings The Union Pacific Railroad occupies the west
side of the site vicinity No schools, hospitals, day care centers or other possible sensitive
receptors were observed in the site vicinity The former Luther Burbank Elementary School,
located approximately 1,000-feet west of the site, now operates as the Islamic Center of Stockton
The nearest school to the site now appears to be the Garfield Elementary School, approximately
3,000-feet south of the site
The nearest surface water body to the site is the Mormon Slough, which crosses the site vicinity
approximately 1,000 feet north of the site Topographically, this unlined "drainage ditch" moves
' from east to west across the northern part of the site vicinity In late December 2001, standing
water was observed in the slough throughout the site vicinity The slough probably serves as a
source of groundwater recharge
9
