SIMPLOT COMPANY, AND PUREGRO COMPANY <br /> 1904 CHARTER WAY, STOCKTON <br /> SAN JOAQUIN COUNTY <br /> The former agricultural chemical distribution facility at 1904 Charter Way in Stockton was <br /> operated by Occidental Chemical Company, J. R. Simplot Company, and PureGro Company <br /> (collectively Discharger). The groundwater is polluted with nitrate, and various agricultural <br /> chemicals. Groundwater is about 10 feet below ground surface. This pollution impaired the <br /> beneficial use of this water resource. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is necessary to delineate groundwater pollutant plumes and determine <br /> whether remediation efforts are effective. Existing data and information about the site shows the <br /> presence of various chemicals, including nitrate, 1,2-dichloropropane, 1,2,3-trichloropropane, <br /> atrazine, dinoseb, and dibromochloropropane, emanating from the property resulting from the <br /> Discharger's past operations. The Discharger shall not implement any changes to this MRP <br /> unless and until a revised MRP is issued by the Executive Officer. This MRP replaces the <br /> requirements listed in MRP No. 96-817,which was issued on 7 February 1997. <br /> Prior to construction of any new groundwater monitoring or extraction wells, and prior to <br /> abandonment of any groundwater monitoring or extraction wells, the Discharger shall submit <br /> plans and specifications to the Board for review and approval. Once installed, all new wells shall <br /> be added to the monitoring program and shall be sampled and analyzed according to the schedule <br /> below. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 1, there are 15 monitoring wells in the shallow aquifer: MW-1, MW-2, <br /> MW-5B, MW-6, MW-7, MW-8, MW-10, MW-11, MW-16, MW-23, MW-25, MW-26, MW-27, <br /> MW-28, and MW-29, and six monitoring wells in the intermediate aquifer: MW-9, MW-17, <br /> MW-18, MW-19, MW-22, and MW-24. The groundwater monitoring program for the 21 <br /> monitoring wells and any wells installed subsequent to the issuance of this MRP, shall follow the <br /> schedule below. Sample collection and analysis shall follow standard EPA protocol. <br />
