THORNTON ROAD,
THORNTON, SAN JOAQUIN COUNTY(REGIONAL BOARD CASE#390412)
1 reviewed the Quarterly Ground Water Monitoring Report— First Quarter 2009 (Report), submitted
23 April 2009 by Mr. & Ms. Barber's consultant, Advanced GeoEnvironmental Inc. The Report provides
the results of the first quarter 2009 groundwater monitoring event conducted on 30 March 2009.
Petroleum hydrocarbons were only detected in one monitoring well (MW-4), and were reported as total
petroleum hydrocarbons as gasoline (TPHg), 1,400 micrograms per Liter (ug/L); ethylbenzene,
5.0 ug/L; and xylenes, 6.7 ug/L. The Report recommends conducting groundwater monitoring during
the second quarter of 2009 and preparation of a closure report.
Comments: My 12 March 2009 letter stated, contingent upon the results of the first quarter 2009
sampling event, I may remove MW-2 from the second quarter 2009 monitoring event, and may remove
additional analytes if results are non-detect. In addition to suspending monitoring for MW-2, the
methyl tert-butyl ether (MTBE) analysis is suspended. Monitoring wells MW-4, MW-7 and the
Thornton Supply Well #2 will be sampled for TPHg, benzene, ethylbenzene, toluene, and xylenes
during the second quarter of 2009.
My 12 March 2009 letter also stated that the second quarter 2009 monitoring report, due 30 July 2009,
shall also include an evaluation of the monitoring well data trends over the previous four quarters, and
if applicable, include the Report-recommended closure report written in accordance with Appendix A —
Reports, Tri-Regional Board Staff Recommendations for Preliminary Investigation and Evaluation of
Underground Tank Sites, which you received as a paper copy during our 11 March 2009 meeting. The
closure report shall also evaluate whether the potential for vapor intrusion exists, and address any risks
to future site construction workers. I will evaluate the closure report, and if appropriate, suspend
monitoring while closure is being considered. When directed, you will conduct a 45-day public
participation period for the proposed closure and provide an approved notice to all property owners and
tenants within 200 feet of the USTs.
If you have any questions, please call me at (916) 464-4615 or you may reach me by email at
ibarto n C6ilwaterboards.ca.gov.
j'James L.
