PUBLIC
H?ALTH SERVI(!S
SAN JOAQUIN COUNTY = y
w: '4
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer 4t FORa`P
304 East Weber Avenue, Third Floor • Stockton, CA 95202 " Y
209/468-3420 HLE No
PAUL SUPPLE
ARCO PRODUCTS COMPANY JUN 15 1999
P O BOX 6549
MORAGA CA 94570
RE: ARCO #6100 SITE CODE: 1708
25775 Patterson Pass
Tracy, CA
San Joaquin County Public Health Services, Environmental Health Division
(PHS/EHD) has reviewed the "Hydrocarbon Mass Evaluation" dated October 12,
1998, prepared by Pinnacle Environmental Solutions for the above referenced
site.
The last investigative work at this site was completed in July 1995. In an August
8, 1995, meeting in the office of PHS/EHD, documented in a letter from
PHS/EHD dated September 6, 1995; it was discussed that remediation of this
site would be postponed. This site was considered to be of low priority,
compared to other ARCO sites. In an October 29, 1996, meeting in the office of
PHS/ documented computer uterr model should be used o evaluate if PHS/EHD dated November 1996; it was
discussedssed that some type of omp
further action at the site was necessary. This modeling was never performed
and/or submitted to PHS/EHD. During a February 18, 1998 meeting in the office
of PHS/EHD, documented in a letter from PHS/EHD dated February 28, 1998 it
was discussed that the contaminant mass should be calculated and submitted as
part of a closure report for this site. This resulted in the preparation of the
October 12, 1998 report.
In the October 12, 1998 report and a report dated November 12, 1992, there is
discussion about the well log for the on site domestic well, but this log has never
been provided to PHS/EHD. A copy of the well log should be submitted to
PHS/EHD. The report states that the well log suggests that depth to water is
about 396 feet below surface grade (bsg). The log of a well at 26116 Patterson
Pass indicates a screened interval from 153 to 193 bsg and depth to water after
well completion to be 63 feet bsg. Great differences in site elevations and the
existence of artesian wells exist in this area. Depth to water in the on site well
has not been measured and reported to PHS/EHD. A water sample has not
been collected, analyzed for petroleum hydrocarbon contamination, and results
reported to PHS/EHD from this well.
A Division of San Joaquin County Heaith Care Services
