Vierra
6508 East Waterloo Road
Stockton, CA 95215
Re: Authorization to Complete Environmental Drilling and Monitoring Well Installation at
26106 South Patterson Pass Road, Tracy, California
On behalf of Atlantic Richfield Company (ARCO), a subsidiary of British Petroleum Oil
Company (BP), Stratus Environmental, Inc. (Stratus) is conducting an environmental
• investigation at the ARCO facility located at 25775 Patterson Pass Road, Tracy, California. As
part of the onsite investigation, representatives of the San Joaquin County Public Health
Services, Environmental Health Division (PHS/EHD) have requested that the limits of the
environmental investigation be extended to nearby properties.
This letter is to request authorization for Stratus and our subcontractors to drill two soil borings
and install two 4-inch diameter groundwater monitoring wells on your property, located at 26106
South Patterson Pass Road, Tracy, California. The environmental investigation we propose to
conduct on your property will provide data on the condition of soil and groundwater southeast of
the ARCO facility, and will comply with San Joaquin County requirements that potentially
impacted soil and groundwater be delineated.
Stratus has enclosed two copies of the Access Agreement form and a figure. Shown on the
figure is the approximate location of the soil borings we propose to drill on your property. The
actual location of the soil borings will be based on accessibility of a drill rig and the location of
underground utilities. Stratus will contact you prior to beginning the work to obtain approval of
the drilling location.
If you agree to let BP and its contractor install the proposed monitoring wells on your property,
BP will do the following:
BP will do this work at no cost to you.
• • BP will obtain your approval of the monitoring well locations prior to the installation
of the wells.
PABp-Arco for URS\6100\Correspondence\6100-authorization-033103.doc
