SITE CODE: 1536 <br /> 1645 Cherokee Lane <br /> Stockton CA 95205 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) <br /> has reviewed the report Phase 11 Environmental Site Assessment dated March 29, 2001, <br /> and the report May 2001 Quarterly Groundwater Monitoring dated May 22, 2001 that were <br /> submitted by Hydro-Environmental Technologies, Inc. (HETI)on your behalf and has the <br /> following comments. <br /> The site assessment report documents fieldwork that occurred in July 2000 when six <br /> direct push soil borings were advanced on site, and August 2000 when three groundwater <br /> monitoring wells were installed. Soil samples were collected during the advancement of <br /> the borings. Analytical results were below detection limits for all constituents analyzed in <br /> the soil samples. Previous site work (URS Greiner Woodward Clyde, UST Investigation, <br /> September 1999) had detected total petroleum hydrocarbon contamination to soil in the <br /> area of the former diesel underground storage tank(UST), to a depth of forty feet below <br /> surface grade (bsg). The monitoring wells were developed on August 31, 2000 and <br /> sampled on September 1, 2000. Analytical results were positive for total petroleum <br /> hydrocarbons as diesel (TPHd) in each well. Groundwater flow direction was calculated <br /> to be towards the northwest. The report recommends conducting semi-annual <br /> groundwater monitoring for one year. <br /> The quarterly groundwater monitoring report documents the second monitoring and <br /> sampling event, which took place at this site on May 1, 2001. Two of the three collected <br /> water samples were positive for TPHd. Groundwater flow direction was calculated to be <br /> towards the northeast. The report recommends continued quarterly groundwater <br /> monitoring and sampling for a total of four quarters. The report also recommends that a <br /> no-purge method of groundwater sampling be instituted at this site and that analysis for <br /> fuel oxygenates be discontinued. <br /> PHS/EHD concurs at this time with the recommendation to discontinue analyzing <br /> groundwater samples for fuel oxygenates. PHS/EHD does not approve the request to <br /> institute no-purge groundwater sampling at this site. Both the California State Water <br /> Resources Control Board, as referenced in the Leaking Underground Fuel Tank(LUFT) <br /> Field Manuel, and the United States Environmental Protection Agency (EPA) recommend <br /> that monitoring wells are purged until a minimum of three well volumes are removed, or <br /> until measured parameters of pH, temperature and conductivity of the discharged water <br />
