CENTRAL WLEY REGIONAL WATER QUALITY C1TROL BOARD <br /> [ INSPECTION REPORT <br /> 15 December 1986 <br /> DISCHARGER : DELTA TRUCK SALES <br /> LOCATION & COUNTY: Stockton, San Joaquin County <br /> CONTACT( S ) : Jeff Smith <br /> INSPECTION DATE : 6 November 1986 <br /> INSPECTED BY : Patricia Leary <br /> ACCOMPANIED BY : Carol Christenson (student assistant) and Jeff Smith <br /> OBSERVATION AND COMMENTS: <br /> An inspection of the truck sales and service operation was conducted to determine <br /> if provisions of Article 9.5 of Chapter 6.5, Division 20 of the Health and Safety <br /> Code (the Toxic Pits Cleanup Act, or TPCA) are applicable to the facility. <br /> Washwater from steam cleaning truck engines was previously discharged to an <br /> earthen surface impoundment . The impoundment was closed in April 1985 <br /> (estimated) . Closure was said to have consisted of drying the contents, removing <br /> oily dirt, filling in the impoundment, and creating a gravel parking lot. Records <br /> concerning the impoundment' s operation and closure were not available at the time <br /> of my inspection. <br /> Since the closure of the surface impoundment, washwater has been discharged <br /> through concrete oil/water separators, followed by two septic tanks, then a <br /> leachline. Waste oils are periodically pumped out . Since the separators appear <br /> to have independent structural integrity, they should be regulated as underground <br /> tanks, not under the TPCA. <br /> An above-ground waste oil tank was adjacent to the wash rack. The tank was <br /> situated on a small concrete berm that did not provide any spill protection. <br /> The ground surrounding the pad was stained from oil spillage . Jeff Smith <br /> indicated that the area would be cleaned up and a new pad poured that would <br /> contain spillage in the future. I told him that the soil containing waste oils <br /> must be taken to a Class I disposal facility. <br /> INSPECTION SUMMARY: <br /> Delta Truck Sales may be subject to the provisions of the TPCA, since a surface <br /> impoundment containing waste oils was closed after 1 January 1985. A site <br /> characterization will be required to verify if hazardous wastes (PCBs; heavy <br /> metals; polynuclear aromatics such as benzene, toluene and xylene; or chlorinated <br /> solvents) are present. <br /> PATRICIA H.
