Box 960001 <br /> Stockton, CA 95296-0710 <br /> REORGANIZ4TION OFDEFENSELOGISTICSAGENCY(DLA) PROJECTMANAGEMENT <br /> DEFENSE DEPOT SANJOAQUIN(DDJC) TRACYAND DDJC SFIARPE FACILITIES, SAN <br /> JOAQUIN COUNTY <br /> The Central Valley Regional Water Quality Control Board (Board)has been informed that DLA will <br /> replace the Project Managers for the DDJC Tracy and DDJC Sharpe facilities as part of a reorganization. <br /> We understand that these changes will be effective as of the end of this month and additional personnel <br /> changes in your Environmental Department are anticipated by October of this year. As you are aware, <br /> CERCLA investigation and cleanup activities at the DDJC Tracy and DDJC Sharpe facilities are <br /> ongoing. The current project schedules include accomplishing key milestones toward delisting of these <br /> facilities. DLA has indicated by its project schedules that it would like to delist both facilities in the <br /> year 2000. <br /> The cleanup process at the Tracy site has been greatly facilitated by DDJC Tracy's Project Manager, <br /> Mr. Marshall Cloud. We commend Mr. Cloud for his strong leadership,technical expertise, and <br /> diligence in managing project funding, consultant efforts and coordination with the regulatory agencies <br /> in an effective and efficient way. This has resulted in a Final site-wide ROD which is currently being <br /> implemented- We believe Mr. Cloud has been especially successful in balancing the interests of DLA <br /> and the regulatory agencies throughout the many years he managed the project. <br /> Previously, we requestedthat the DLA management consider placing Mr. Cloud in charge of managing <br /> both the Tracy and the Sharpe project. This would yield greater efficiency since project documents are <br /> now prepared that apply to both sites. We again request you to reconsider the proposed reassignments in <br /> light of the critical next few years when both of these projects are scheduled to complete all soil <br /> remedial actions and continue to optimize their ground water remediation. We believe that retaining Mr. <br /> Cloud's services in Tracy's Installation Restoration Program and expanding his responsibilities to <br /> include the Sharpe project would allow DLA to complete these projects in an efficient,timely and cost <br /> effective manner. We also believe that it is invaluable to retain Mr. Cloud's institutional and technical <br /> knowledge gained over the many years of environmental efforts at the project management level.
