A responsiveness summary will appear in the Draft ROD, which is scheduled to be submitted to the agencies, by Woodward-Clyde Consultants, in April 1993 . The responsiveness summary documents how the agency has considered public comments during the decision-making process and provides answers to major comments . DDRW stated the TRC can ask questions, but does not control the direction of the cleanup. RWQCB disagreed. DDRW then restated the TRC can not order something to be done, but they can request it be examined/considered. The next step of the process is the Record of Decision (ROD) . The ROD describes the technical parameters of the remedy. It also certifies that the remedy selection process was carried out in accordance with CERCLA and the National Contingency Plan (NCP) . DDRW and the regulatory agencies (EPA, DISC, RWQCB) plan to sign a ROD in August 1993 . DDRW Tracy intends to begin OU-1 system design in advance to expedite the cleanup. Once the ROD has been signed construction will begin on the cleanup system after design completion and award of construction contract. After the system is on-line, the regulatory agencies will review the process and examine how well the cleanup is progressing 5 years after the ROD is signed. If there are no changes , the agencies will look at ways to improve the system. RWQCB asked the EPA if the TRC has input on the five year process . EPA said yes it could very well provide input. There was nothing in the law to require it, except for the general requirement to keep the community informed. Kanwarjit Singh Boparai, Tracy High School student, asked how long will it take for DDRW Tracy not to be considered a health hazard. RWQCB stated they are predicting about 30 years . RWQCB added it will be reevaluated in five years (after the ROD is signed) . Mr. Raspo asked if there are any federal facilities that have been cleaned up? RWQCB stated yes . Montgomery-Watson said yes but they were sites that contained soil contamination. EPA stated ground water contamination consumes the greatest amount of . time to clean up. The Corps of Engineers (CoE) asked the attendees if anybody had any information on ancient river beds in the vicinity? Mr. Raspo said none that he was aware of . CoE then asked had anyone ever heard of any reuse opportunities for the treated water that should be looked into? Mr. Raspo said no. CoE asked in past practices if a farmer had excess chemicals or fertilizer was it disposed of in the water system? Mr. Raspo said back then there were not a lot of chemicals .
