Box 960001 <br /> Stockton, CA 95296-0710 <br /> WELL MONITORING PROGRAM, DEFENSE DISTRIBUTION REGION WEST (DDRW) , TRACY, SAN JOAQUIN <br /> COUNTY <br /> We have received your 11 January 1993 letter regarding the list of wells and <br /> sampling methods to be used in the Spring 1993 quarterly ground water monitoring <br /> round. The table attached to your letter lists 27 monitor wells and six private <br /> supply wells to be sampled and analyzed for volatile organic constituent (VOCs) . <br /> Twelve monitor wells, as part of the extraction system, are to be sampled and <br /> analyzed for VOCs, total petroleum hydrocarbon (TPH) , pesticides and heavy metals. <br /> In addition, nine monitor wells, as part of the injection system, are to be sampled <br /> and analyzed for VOCs and three monitor wells are to be sampled and analyzed for <br /> heavy metals for background concentrations. <br /> We have reviewed the proposals for monitoring VOCs in ground water. The proposed <br /> wells are acceptable for Spring 1993 Quarter only. However, the proposals for VOC <br /> monitoring are unacceptable as part of the on-going monitoring program and should be <br /> revised for the remaining quarters in 1993. The proposals appear to have excessive <br /> monitoring of wells in the Upper Horizon and lack monitoring in the off-site well <br /> clusters. <br /> The proposals for the monitoring wells for the extraction, injection and background <br /> systems appear to be in compliance with Waste Discharge Requirements (WDRs) <br /> No. 90-275. These proposals are acceptable for the Spring 1993 Quarter, however, we <br /> do not concur with this proposal as part of the on-going monitoring program. We <br /> believe that the on-going monitoring should be based on the analytical results of <br /> the existing data base. <br /> With respect to the WDRs, the following changes should be made in the monitoring <br /> program: <br /> 1 . It is unnecessary to monitor for TPH, pesticides and metals in LM-28, LM-29, <br /> LM-30, LM-49, LM-50, LM-53 and LM-62 because these wells did not show elevated <br /> concentrations of pesticides and metals in the first four quarters. <br /> 2. It is unnecessary to monitor the performance monitor wells for the injection <br /> system (LM-4, LM-71 and LM-79) if the injection system is not operational . <br />
