STATE OF UUFORNIA GEORGE pEUKMEJIAN.Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION -:
3443 ROUTER ROAD
SACRAMENTO,CA 95827-3098 "`sa s
13 September 1990 L
SEP 18 1an0
ENVIRONMENTAL HEALTH
PERMIT/SERVICES
Mr. Marshall Cloud
Office Installation Services
Defense Depot Tracy
Tracy, CA 95376-5000
ENVIRONMENTAL RESTORATION MASTER PLAN, DEFENSE DEPOT TRACY, SAN JOAQUIN COUNTY
Earlier this year we received a copy of letter from the Huntsville Division of
the Corps of Engineers to the Commander of the Tracy Defense Depot, dated 30
March 1990 (copy enclosed) , containing the Environmental Restoration Master Plan
for the Depot. This letter contained summaries (including timelines) of the
status of eight projects that the Corps is managing for the environmental
restoration of the Tracy site.
This information was very useful to us and we request that you submit, to both
us and the Department of Health Services, quarterly updates to this master plan.
These quarterly updates should list the activities completed in the previous
quarter, those activities planned for the forthcoming quarter, updates to project
schedules, reasons for significant project delays, and new projects planned or
anticipated (including timelines) . The first update is due 1 October 1990.
You recently informed Mr. John Tomko that the ground water IRM will be delayed
at least six months due to contractual difficulties. Your 1 October 1990
quarterly update must include the specific reasons for this delay. Also, your
permit for the ground water IRM was adopted on 10 August 1990, however the late
changes that we agreed upon at our 6 August 1990 meeting were inadvertently
omitted. However, the Board is scheduled to adopt a revised version of your IRM
ground water permit, that includes these late changes, at its 28 September 1990
meeting. Once this revised permit is adopted we will send you a copy.
If you have any questions, please call John Tomko at (916) 455-5712 or Antonia
Vorster at (916) 361-5670.
,4 (e.
