CEHND-ED-PM (200-1a) <br /> SUBJECT: Defense Depot Tracy, CA (DDTC) , Environmental <br /> Restoration MasterPlan <br /> by the State regulators regarding aquifer characterization may <br /> remain. However, continuing to modify WCC is not an appropriate <br /> vehicle to satisfactorily conclude the RI/FS process at DDTC. <br /> The following projects will describe our proposed plan of action <br /> for achieving this objective. <br /> b. Interim Remedial Measure-Groundwater Treatment Project, <br /> Ensotech, Inc. This project is currently under contract with a <br /> meeting scheduled for 22 March 1990 , to revisit the project ob- <br /> jectives with the San Joaquin Water Quality Control Board <br /> (SJWQCB) . The original objective of this project was to prevent <br /> further off-post migration of the groundwater contaminant plume <br /> while ensuring no degradation to the integrity of the aquifer <br /> from extraction or reinjection. This project was scaled back by <br /> over half of its original size due to State regulator 's concerns <br /> about the character of the aquifer. Data from this "pilot plant" <br /> will be used to further characterize hydrogeologic conditions at <br /> DDTC in the follow-on RI/FS . The follow-on RI/FS is further <br /> described in "h" below. <br /> C. RCRA Part B Permit. We understand that personnel from <br /> the RCRA facilities section of the State of California are con- <br /> ducting a RCRA facilities inspection. Once this inspection is <br /> completed, we propose a contract be prepared to further inves- <br /> tigate any of the 26 SWMU sites as may be required. The results <br /> of any further investigations and the RCRA inspection will be <br /> addressed in the follow-on RI/FS as an addendum. <br /> d. Industrial Point Source Investigation-AEPCO, Inc. This <br /> project is currently under contract and being modified to ensure <br /> the data quality is equal to and compatible with the data ob- <br /> tained by WCC. The schedule is : <br /> Modification complete 9 Apr 90 <br /> Field Work complete 7 May 90 <br /> Draft Report due 4 Jun 90 <br /> Comments 2 Jul 90 <br /> Final Report & recommendation 23 Jul 90 <br /> The recommendation for closure may be a result of this study on <br /> one or more of the waste streams investigated. Closure plans may <br /> be developed and closures conducted as a follow-on action to this <br /> contract . The results of this study and any closure related ac- <br /> tions will become an addendum to the follow-on RI/FS . <br /> 2 <br />
