CEHND-ED-PM (200-1a)
SUBJECT: Defense Depot Tracy, CA (DDTC) , Environmental
Restoration MasterPlan
by the State regulators regarding aquifer characterization may
remain. However, continuing to modify WCC is not an appropriate
vehicle to satisfactorily conclude the RI/FS process at DDTC.
The following projects will describe our proposed plan of action
for achieving this objective.
b. Interim Remedial Measure-Groundwater Treatment Project,
Ensotech, Inc. This project is currently under contract with a
meeting scheduled for 22 March 1990 , to revisit the project ob-
jectives with the San Joaquin Water Quality Control Board
(SJWQCB) . The original objective of this project was to prevent
further off-post migration of the groundwater contaminant plume
while ensuring no degradation to the integrity of the aquifer
from extraction or reinjection. This project was scaled back by
over half of its original size due to State regulator 's concerns
about the character of the aquifer. Data from this "pilot plant"
will be used to further characterize hydrogeologic conditions at
DDTC in the follow-on RI/FS . The follow-on RI/FS is further
described in "h" below.
C. RCRA Part B Permit. We understand that personnel from
the RCRA facilities section of the State of California are con-
ducting a RCRA facilities inspection. Once this inspection is
completed, we propose a contract be prepared to further inves-
tigate any of the 26 SWMU sites as may be required. The results
of any further investigations and the RCRA inspection will be
addressed in the follow-on RI/FS as an addendum.
d. Industrial Point Source Investigation-AEPCO, Inc. This
project is currently under contract and being modified to ensure
the data quality is equal to and compatible with the data ob-
tained by WCC. The schedule is :
Modification complete 9 Apr 90
Field Work complete 7 May 90
Draft Report due 4 Jun 90
Comments 2 Jul 90
Final Report & recommendation 23 Jul 90
The recommendation for closure may be a result of this study on
one or more of the waste streams investigated. Closure plans may
be developed and closures conducted as a follow-on action to this
contract . The results of this study and any closure related ac-
tions will become an addendum to the follow-on RI/FS .
2
