CEHND-ED-PM (200-1a) <br /> SUBJECT: Defense Depot Tracy, CA (DDTC) , Environmental <br /> Restoration Master Plan <br /> e. Abandoned Well Study. Two abandoned wells have been <br /> identified on DDTC and will be investigated and closed ap- <br /> propriately. A scope of work (SOW) for this investigation is <br /> nearly complete and will be forwarded for comment by 30 March <br /> 1990 . We intend to contract for this investigation in June using <br /> our new indefinite delivery order (IDO) contractor. This con- <br /> tractor will perform work solely in California. This study will <br /> he addressed in the follow-on RI/FS . <br /> f. Underground Storage Tanks (UST) . The contract for the <br /> rate and extent confirmation of released petroleum hydrocarbons <br /> from previously removed tanks and the required soil remediation <br /> is being developed for award in FY90 . A detailed schedule has <br /> not been prepared yet but will be forwarded with the SOW for com- <br /> ment and approval. The results of the UST project will be added <br /> as an addendum to the follow-on RI/FS . <br /> g. Environmental Baseline Study (EBS) . We have been <br /> requested by Headquarters , DLA to prepare a three zoned footprint <br /> map of DDTC indicating category 1 , 2 , or 3 sites for master plan- <br /> ning assistance in selecting potential construction sites on <br /> DDTC. Category 1 locations will indicate no known or suspected <br /> contamination, Category 2 will indicate suspected contamination, <br /> and Category 3 will indicate known contamination. We propose to <br /> use the same IDO contractor mentioned in task (e) above to do <br /> this work . Contract award and commencement of work is scheduled <br /> for August 1990 . <br /> h. Follow-on RI/FS . The follow-on RI/FS is proposed as the <br /> mechanism of concluding the environmental investigation effort at <br /> DDTC. This contract will lead to a ROD and a Remedial Action <br /> Plan. This RI/FS will first prepare a work plan to investigate <br /> any areas that require additional attention as a result of com- <br /> ments generated from WCCs next 3 submittals , or as required to <br /> satisfactorily characterize any environmental aspect of DDTC. <br /> This RI/FS will also summarize and present all results from pre- <br /> vious investigations , studies and/or closures as more fully <br /> described above. A schedule for this effort is being developed <br /> with the intent of this contract being awarded in late Spring of <br /> 1991 , as WCC ' s RI/FS is being completed. <br /> 3 . We also propose regularly scheduled review meetings be in- <br /> itiated between USAEDH, DDTC and the appropriate State or Federal <br /> personnel to provide the forum for status reporting and open <br /> dialcor with recarc to <br /> 3 <br />
