Geotechnical Engineering Services BSK Proposal No. 04-20-0117
Proposed Soil Management Cell February 12, 1996
Tracy Army Depot Page 2
DDRW-Tracy, California
2.1 Field Exploration
Prior to mobilization, we would obtain the necessary drilling permit from San Joaquin County
Environmental Health Department. We understand that Radian Corporation (Radian) will be
responsible for utility clearance and the field marking of the borings.
In order to assess the subsurface soil conditions, we plan to drill a total of three borings just
outside of SWMU3 pond. Two 30-foot borings would be drilled at the east and west perimeters
and one 15-foot boring would be advanced at the middle portion of south perimeter of the pond.
We understand that Radian will provide us with existing lithologic logs of the shallow material
within the pond area. Drilling would be performed using a truck-mounted drill rig equipped with
hollow-stem augers. Attempts would be made to collect samples at 5-foot intervals with a split-
barrel Modified California sampler housing stainless steel sample liners.
The field exploration program would be performed under the technical direction of an engineer
or geologist, who would also maintain a continuous log of the boring, obtain undisturbed and
bulk soil samples, observe groundwater (if encountered) and other site conditions, and record
sampler driving resistance. The soils would be generally classified according to the Unified Soil
Classification System (ASTM D 2487). An Organic Vapor Meter (OVM) will be used for
screening the soil samples and drill cuttings in the field for possible presence of hydrocarbon
vapors. Measurement of groundwater level would be made during the drilling process and after
drilling completion.
The field operations (drilling, sampling, logging, and cleaning) would be performed by OSHA
40-Hour Hazardous Waste Operations and Emergency Response trained personnel.
Prior to drilling each boring, augers would be steam cleaned. Rinse waters would be retained
and transferred to a 55-gallon DOT E/H drum. Between soil-sampling attempts, soil samplers
would be disassembled and washed in a solution of laboratory-grade detergent, rinsed with clean
water, and reassembled with clean sample liners to minimize the potential of spreading possible
contaminants among samples. Auger cuttings generated during the drilling, would be stored on-
site in drums. Wastewater, including water generated during the decontamination of drill
equipment, would be stored on-site in drums. Disposal of these drums is not included in the
scope of our services.
At the completion of drilling and sampling, the test borings would be sealed using neat cement
(Portland Type Il cement and bentonite powder)
2.2 Laboratory Testing
Laboratory tests would be performed on selected recovered samples to evaluate their physical and
engineering characteristic d to aid in the engineering analyse; he testing program woulc .7
