P <br /> 304 East Weber Avenue, Third Floor • Stockton, CA 95202 ,`'Fo.R�, <br /> 209/468-3420 ' <br /> 1 <br /> MICHAEL ROGGE SEP 3 01997 <br /> NEWARK SIERRA PAPERBOARD CORP <br /> 800 W CHURCH STREET <br /> STOCKTON CA 95203 <br /> RE: NEWARK SIERRA PAPERBOARD CORP SITE CODE: 1063 <br /> 800 W CHURCH STREET <br /> STOCKTON CA <br /> San Joaquin County Public Health Services, Environmental Health Division <br /> (PHS/EHD) has reviewed our underground storage tank (UST) file for the above <br /> referenced site with respect to UST's that have been removed or closed in place <br /> and whether further investigation of the UST sites is required. <br /> On August 6, 1985, two 4000 gallon diesel tanks were removed and PHS/EHD <br /> staff did not note evidence of contamination during the tank removals. Soil <br /> samples were not collected beneath these tanks. PHS/EHD is not requiring <br /> further investigation in this area at this time. <br /> During the period of September 30, 1986 to October 2, 1986, the following UST's <br /> were removed: a 4000 gallon Isopropyl Acetate tank, a 4000 gallon Isopropyl <br /> Alcohol tank, a 4000 gallon Toluol tank, a 1500 gallon Normal Propyl Acetate <br /> tank, a 1000 gallon Acetone tank, a 1000 gallon Blanket Wash tank, and two <br /> 3000 gallon Waste Ink and solvent tanks. The Central Valley Regional Water <br /> Quality Control Board (CVRWQCB) was the regulatory agency providing <br /> oversight for closure on these UST's. Our file does not contain a formal closure <br /> letter from the CVRWQCB for these tanks, although there is a letter from that <br /> agency dated January 6, 1987 indicating the "waste tank" excavation should be <br /> filled. PHS/EHD recommends you request a closure letter from the CVRWQCB <br /> for these tanks. <br /> There were two 2500 gallon concrete UST's, a sump (5'x5'x10') and 700 feet of <br /> 8 inch diameter pipeline with #6 Fuel formerly at this site. On July 5 and 6, 1990 <br /> soil samples were collected beneath the pipeline. On July 16 and 17, 1990 three <br /> soil borings were drilled near the UST's and sump. Soil samples were collected <br /> from the bore holes. On November 1 and 2, 1993, soil samples were collected <br /> beneath the UST's and sump through holes placed through the concrete <br /> bottoms. On December 3, 1993 an extract from sample S-1 collected beneath <br /> the sump was analyzed and total extractable petroleum hydrocarbons of 1300 <br /> micrograms per liter were detected. <br /> A Division of San Joaquin County Health Care Services <br />
