<br /> Based on my review of the Solvent Tank Site Closure,dated 17 October 1997, and our files,I have noted the following:
<br /> Bac round: In August gust 19$5,two 4,000 gallon diesel tanks were removed from the above site. San Joaquin Public
<br /> Health Service/Environmental Health Division(SJPHS/EHD)staff noticed no contamination beneath the tanks.
<br /> Therefore,soil or water samples were not collected in 19$5 and no further investigation is being required by
<br /> SJPHS/EHD in 1997.

<br /> Prior to 1985,there were two 2,500-gallon concrete underground storage tanks, a sump and 700 ft of pipeline with#6
<br /> fuel. Groundwater samples had 1,300 µg/1 Total Extractable Petroleum Hydrocarbons. Further investigation of this
<br /> area will be the responsibility of the SJPHS/EHD's local oversight program, 11

<br /> In I986,six product(a 4,000-gallon isopropyl acetate,a 4,000-gallon isopropyl alcohol, a 4,000-gallon Toluol,a
<br /> 1,500 gallon normal propyl acetate,a 1,000-gallon acetone,and a 1,000-gallon blanket wash)tanks and two
<br /> 3,000-gallon waste ink and solvent(waste ink)tanks were removed from the above site. (Blanket wash contains I
<br /> cyclohexane,n-heptane,methyl cyclohexane,toluene,isopropenol,paraftns and cycloparafins. Toluol contains toluene
<br /> in an alcohol mixture.) The removal of the product tanks,west of the main building,and the waste ink tanks,
<br /> southwest of the.product tanks, created two pits. The isopropyl acetate,blanket wash,and waste ink tanks were rusty,
<br /> but there were no indications of leaks or holes. However,a slight odor was detected in the product tank excavation.
<br /> The waste ink tank excavation contained stained soil and odors. This resulted:in an unknown amount of soil being
<br /> excavated from the pits. h
<br /> Soil samples,collected beneath the tanks,were analyzed for benzene,chlorobi nzenes, ethylbenzene,xylene,and total
<br /> petroleum hydrocarbons (TPH)as gasoline, diesel,and motor oil. The product tank pit had a maximum concentration
<br /> of 330 TPH-d 10
<br /> µg/kg µg/kg benzene,3 µg/kg 1,2-dichlorobenzene, 8 µg/kg 1,4-dichlorobenzene,and
<br /> 36 µg/kg toluene. The Waste Ink tank pit had a maximum concentration of 92 µg/kg toluene. Based on this
<br /> information,the pits were backfilled with excavated and clean soil.
<br /> In January 1997,groundwater occurred at approximately 8-9 feet below grouri'd surface. During the excavation of the
<br /> tanks in 1985, groundwater occurred at approximately 20 ft bgs.

<br /> Conclusions: The soil samples from the pit and stockpiled soil were not analyzed for the chemicals stored in the
<br /> product and waste ink tanks or the byproducts of these chemicals. Therefore,the extent of contamination is unknown,
<br /> and contaminated soil may have been used to backfill the pit. ;}
<br /> Recommendations: Native soil and ground water samples need to be collect Id in the areas of the former product and k
<br /> waste ink tanks. These samples need to be analyzed for volatile and semivolatile organic chemicals, using EPA
<br /> Methods 8260 and 8270. Based on consultation with our chemist,all chemicals listed under these methods, and the
<br /> peaks of chemicals not listed under these methods must be reported. In addition,.ail requirements concerning any.
<br /> investigation and remedial action must be completed as noted on the checklist?
