The
work plan proposes to install an unspecified number of monitoring wells at
locations to be selected based on the results of a proposed soil gas
investigation. Unfortunately, we cannot accept the work plan because it does
not specifically identify the locations or number of proposed monitoring
wells.
We suggest that, if you wish to use the results of a soil vapor investigation
to select monitoring well locations, conduct the soil vapor investigation and
then develop a work plan for the installation of the monitoring wells. All
necessary permits to conduct a soil vapor investigation are to be obtained
from the San Joaquin Local Health District (SJLHD) .
Upon completion of the soil vapor investigation, submit a revised work plan to
us and the SJLHD. The revised work plan is to propose work which will fully
define the extent of ground water and soil contamination at this site so a
complete and comprehensive Problem Assessment Report (PAR) can be developed.
In addition to the information provided in the 10 January 1989 work plan, the
revised work plan is to include the following:
1 . A. site map (to scale) showing the location of each proposed monitoring
well and soil boring, as well as existing monitoring well and soil
boring locations. The proposed monitoring wells are to be sufficient in
number and strategically located to define the extent of the ground
water plume.
2. Provide a well construction diagram which includes specific information,
such as the thickness of the bentonite seal , grout seal , sand pack, etc.
3. Specify the proposed analytical methods for benzene, toluene, xylene,
and ethylbenzene (BTX&E) and total petroleum hydrocarbon (TPH) analysis
for soil and water.
4. Investigative work to define the extent of soil contamination is also to
be included in the revised work plan. The lateral and vertical extent
of soil contamination at this site is to be defined.
