DEC 09 '94 e2:57PM FUGRO WEST ROSEVILLE P. -'7 <br /> GIRO <br /> 6MII aomm S Wn[NAC 7b.305-75210 <br /> mn C.'m-t CWb,0*.4'm,C.A.6a - .. .... <br /> Fugro has a Shell-owned VR Systems internal combustion engine available for soil <br /> venting if volatile hydrocarbons are present in the vapor extraction wells or tank basin. <br /> The San Joaquin County Air Quality Monitoring District has indicated that a discharge <br /> permit will be issued upon receipt of a formal release form for the site. Fugro anticipates <br /> the permit can be issued by the end of the day Friday, December 9, 1994. <br /> Groundwater and selected soil samples will be delivered under chain-of-custody to a <br /> state-certified laboratory for chemical analysis. The suite of analyses and practical <br /> quantitation or detection limits to be used are as follows: <br /> For soil - <br /> a) Total Petroleum Hydrocarbons (TPH), as gasoline, by EPA Method 8015 (PQL = <br /> 1.0 parts-per-million (ppm)); and, <br /> b) Benzene, toluene, ethylbenzene, and total xylenes (BTEX), by EPA Method 8020 <br /> (PQL = 0.005 ppm). <br /> For water - <br /> a) TPH, as gasoline, by EPA Method 5015 (PQL = 0.05 ppm); and, <br /> b) BTEX, by EPA Method 8020 (PQL = 0.0005 ppm). <br /> A site-speck safety plan has been prepared by Fugro and will be on site during all field <br /> work. Using the scope of work described above, Shell and Fugro intend to investigate <br /> and mitigate the fuel release as quickly and efficiently as possible. Site conditions do not <br /> appear to pose any immediate threat to public health. No conduits appear to exist on site <br /> that may provide any immediate pathway for the migration of petroleum hydrocarbons <br /> from the tank basin. it is our opinion that any potential threat to groundwater or to public <br /> health can be diminished by proceeding with the field work as soon as possible. <br /> Fugro will continue to determine whether potential local or regional receptors are present, <br /> and will communicate this information to the SJCPHS. Fugro will communicate the <br /> results of the field work to the SJCPHS an a daily basis. When the initial soil boring and <br /> well installation has been completed, a formal results report will be prepared and <br /> forwarded to the SJCPHS. <br />
