0
C A B R l A
When Cambria staff discovered the spill on August 5"', the rate at which water was seen flowing
into the storm drain drop inlet (on Plymouth Road) was described as a trickle, or about 0 5
gallons per rrunute (gpm)
Volume
OMI reports the volume of spilled water as " unknown because duration of spill is unknown
Potentially up to 63,000 gallons entered the stormwater system " The volume reported by OMI
is based on a duration of 8 days at 5 5 gpm, which, as mentioned above, we believe is an over
estimation Using a duration of 54 5 hours at a spill rate of 0 5 gpm, the maximum amount of
water entering the storm drain could be no greater than 1,635 gallons of water
Containment
The OMI report states containment as "Unknown,- San Joaquin County stormwater system " We
agree with the "unknown"portion of this statement, however the rest of the statement implies the
spill traveled to the County section of the storm drain, located north of Oxford Way Since the
spilled amount is not known, and the amount of spilled water entering the City storm drain is not
known, and how much of the spilled water was stored in the City storm drain is not known, we
do not know if any of the spilled water flowed out of the City storm drain into the County storm
drain We have included a reap showing the location of the site, the sections of storm drain
owned by the City and by the County (Appendix B) Since it is an unknown, we believe it is not
accurate to imply that the spilled water flowed into the County storm drain
Additional Containment Information. Upon discovery of the spill, Cambria staff shut down the
remediation system and blocked the storm drain drop inlet from receiving any more spilled
water
Receiving Water
OMI reports the receiving water as "Unknown — San Joaquin County stormwater system " As
discussed above, in the "Containment" section, we believe it is not accurate to imply that the
spilled water flowed into the County storm drain
Additional Information The storm drain the spilled water entered ternunates at the Wisconsin
Pump Station, which is located at the northern extent of Wisconsin Avenue Water flowing to
the pump station is stored in a holding facility and in the storm drain line at, and immediately
0783 3
