• San Joaquin County Public Health Services Environmental Health Division <br /> December 21, 1994 (94-47-8620) <br /> On December 10, 1994, Fugro personnel supervised the installation of recovery/monitoring well <br /> MW-1 (Figure 2) south of the tank basin Separate-phase product recovery, using a vacuum truck <br /> provided by Crosby and Overton of Oakland, California, began immediately upon installation of <br /> the well Approximately 400 gallons of product and water were recovered during the first six <br /> hours of pumping Ms Mary Meays of the SJCPHS/EHD was on site during the initial product <br /> recovery field work Product recovery, by either vacuum truck or hand-bailing, has continued <br /> daily since well installation <br /> On December 12, 1994, Fugro connected a Shell-owned VR Systems internal combustion engine <br /> (ICE) to MW-1 to begin hydrocarbon recovery by vapor extraction The San Joaquin County Air <br /> Pollution Control District authorized temporary emissions discharge from the ICE for a five day <br /> period <br /> On December 13, 1994, Fugro supervised the installation of a six-inch diameter, 20-foot deep, <br /> recovery well (RW-1) The well was installed just east of the tank basin at a slight angle to <br /> allow it to penetrate the basin backfill Up to 0 43 foot of separate-phase hydrocarbons has been <br /> measured in this well Well RW-1 was also manifolded to the ICE Fugro has performed bailing <br /> of separate-phase hydrocarbons from RW-1 daily since installation <br /> The ICE operated from Tuesday morning December 13 through Sunday morning December 18, <br /> 1994 During this period, an estimated 150 gallons or more of product were recovered by vapor <br /> extraction Hand-bailing from both wells has recovered an estimated total of 80 gallons of <br /> product The vacuum truck has removed approximately 750 gallons of product mixed with water <br /> Fugro has also reviewed files at the Department of Water Resources to locate water wells within <br /> a 2,000-foot radius of the site The results of the file review are shown on Figure 1 and Table 1 <br /> Proposed Scope of Work <br /> To assess the extent of the fuel release, Fugro proposes a three-phased approach to the <br /> investigation All fieldwork will be performed according to Fugro Standard Operating <br /> Procedures, which are included as Attachment I The following scope of work is proposed <br /> Phase 1 <br /> • Collect approximately 7 groundwater samples beneath the site using a HydroPunch® tool <br /> driven by a cone penetrometer rig (CPT) The proposed sampling locations are shown <br /> on Figure 2 The actual number of samples and locations will be determined by field <br /> observations and conditions The CPT rig is proposed for quicker sampling and gathering <br /> lithology information with minimal soil sampling Soil samples will be collected only <br /> from the CPT locations nearest the UST basin (CPT-1, CPT-2, CPT-3, and CPT-5) near <br /> the top of groundwater (approximately 14 feet below grade) <br /> 94478620 AWP -2- <br />
