Phase I Update and Pre-Gas Station Phase 11 Report <br /> Proposed Safeway Store#1769 Gas Station <br /> Stockton, California December 12, 2000 <br /> 2.0 PHASE I EA UPDATE <br /> The purpose of this Phase I EA Update was to evaluate existing site conditions <br /> regarding known or suspected releases of hazardous substances on or near the <br /> Property with those previously reported. The Phase I EA Update was completed in <br /> accordance with the scope of work and limitations presented in HSI GeoTrans' Proposal <br /> to Conduct Phase I/ Pre-Gas Station Screening Level Assessments and Phase / <br /> Updates at Four Proposed Gas Station Sites in California: Vallejo, Carmichael, Stockton <br /> and Fort Bragg, and with the ASTM Standard Practice El 527-00. <br /> 2.1 Site Reconnaissance <br /> Prior to performing the site reconnaissance, Mr. Keith Hoofard of HSI GeoTrans <br /> reviewed the January 2000 Phase I EA report that included the Property and obtained a <br /> current regulatory agency database report provided by EDR. Mr. Matt Holt of HSI <br /> GeoTrans performed a site reconnaissance of the Property on November 27, 2000. <br /> Figures 1 and 2 illustrate the location of the Property and vicinity, and present a plot <br /> plan developed from the reconnaissance notes. Photographs taken of the site on <br /> December 6, 2000 are included in Appendix A. <br /> Current conditions observed on the Property have changed significantly since the <br /> January 2000 Phase I EA report. The Property, previously occupied by a residence, <br /> was observed to be a a parking lot under construction associated with a new Safeway <br /> store under construction immediately south of the Property. A new retail building and <br /> associated parking area have also been constructed to the west of the Property. <br /> Surrounding land use to the north and east (commercial/retail) was similar to that <br /> reported in January 2000. As shown on Figure 2, 7-11 and Exxon gasoline stations are <br /> located north and east-northeast (cross- to downgradient) of the Property. Soil and <br /> groundwater has been impacted at both stations by gasoline releases. <br /> At the time of the site reconnaissance, the Property was predominantly undeveloped <br /> bare ground. Several chain link fence panels, construction barricades, a construction <br /> debris box, a portable toilet, a large construction tool storage container, and a pile of <br /> landscape bark were observed stored on the Property. No evidence of spills or <br /> releases was observed on the Property. <br /> 2.2 Interview <br /> HSI GeoTrans interviewed Mr. Doug Jacobsen, the Property owner, on December 5, <br /> 2000 to ascertain Property use since the completion of ATC's Phase I report in January <br /> 2000.
