Box 128 <br /> Lathrop, CA 95330 <br /> HISTORICAL GROUND WATER ELEVATIONS, LIBBEY-OWENS-FORD (LOF) COMPANY, SAN <br /> JOAQUIN COUNTY <br /> I am in receipt of your 21 May 1993 letter which responds to my 26 April 1993 <br /> request for historical ground water data or a work plan for an additional ground <br /> water monitoring well north of the diesel spill area at your facility in Lathrop, <br /> San Joaquin County. <br /> In addition to the ground water data, your letter also reiterates your belief <br /> that an additional ground water monitoring well in unnecessary. My comments are <br /> presented below. <br /> I mapped the ground water contours for the data you submitted using the computer <br /> program, Surfer. The computer-generated contour maps, Attachments 1-13, are in <br /> general agreement with the contour maps you submitted. Based on the historical <br /> information you provided and my confirmation of the ground water flow directions, <br /> I concur that an additional monitoring well is not warranted at this time. <br /> However, if subsequent monitoring indicates that ground water is flowing mostly <br /> to the north as evidenced in the March 1986 and November 1992 data, LOF may be <br /> required to install an additional monitoring well north of the spill area. <br /> In my 26 April 1993 letter, I stated that the Bureau of Reclamation's ground <br /> water elevations for 1985 indicate a northeast regional ground water flow <br /> direction (towards the San Joaquin River) in the Lathrop area. The correct <br /> direction is northwest. <br /> In the future, please send only one copy of documents and letters to the Board. <br /> However, if the document pertains to both ground and surface waters then you <br /> should send a copy to Ms. Cohen or me and another copy to Mr. Mosbacher. <br /> If you have any questions, please call me at (916) 255-3049. <br /> w L .64m-) <br /> �7Y PHILIP S.
