i
A S s O C 1 A T E S ! N C
' 4 Criterion 7:
This alternative would be easy to implement since impacted soil has been excavated. The
excavation is currently open so groundwater is accessible for extraction and quickly recharges
' into the pit.
' 4 Criterion 8:
Since construction activities are already occurring in the vicinity of the site, the additional
impact on the community would be very minor and not disruptive to the businesses located on
' the site and nearby. Regulatory agencies would be more likely to approve this alternative
because of the short term effectiveness of the project.
' 9.0 PROPOSED ALTERNATIVE FOR REMEDIATION
' Based on the soil and groundwater data compiled and included in this summary report, ATC
recommends implementing the second alternative, groundwater extraction and soil excavation.
Upon regulatory concurrence, ATC would like to immediately implement this alternative in
accordance with the workplan addendum.
' Construction of the extension of D'Arcy Parkway has been suspended since March 20, 1998. In
an effort to avoid further delays, ATC recommends continuing construction with continuous field
monitoring of soil and groundwater conditions. Impacted groundwater that is encountered will be
' extracted from the open excavation and pumped to a temporary storage tank on site until it can be
manifested and transported off site to an approved recycling facility. Resumption of construction
' by DSS Construction will begin as soon as possible. Construction activities in areas where
exposure to impacted soil and/or groundwater is possible will be conducted by appropriately
trained personnel.
1 i
10.0 WORKPLAN ADDENDUM
' The following is an addendum to ATC's March 30, 1998 Workplan for Site Investig alias and
Remediation for additional impacted soil and/or groundwater that is encountered during
' construction activities. The proposed scope of work, in brief, includes field monitoring during
construction activities, excavating impacted soil and stockpiling soil on site, extracting impacted
groundwater into a temporary storage tank, disposing of impacted soil and/or groundwater off
site, collecting confirmation samples, and providing a letter report containing a summary and
results.
w:182254suamrpt,doc 10
