Kennedy/Jenks Consultants
7.2 Work Zones
All work on BNSF property will be conducted in a manner consistent with BNSF safe
practices. Staff working on BNSF property will have proof of completion of BNSF Contractor
Orientation/Safety training and proof of completion on an E-Railsafe background
investigation. No staff will be present within 25 feet of any active track centerline at anytime
during this project except for incidental crossing of tracks in order to perform work. Prior to
crossing or fouling any active track, staff will look both directions on all tracks for approaching
trains, move deliberately to clear the tracks as quickly as possible, and not carry any
equipment or perform any function which may delay the safe clearing of the tracks.
Work zones established for the purpose of hazardous materials-related work will not be
required for this project. Staff not involved with field activities will maintain a safe distance
from all work being performed.
7.3 Monitoring
7.3.1 Hazardous Substances
While not anticipated at the Mormon Yard site, as appropriate, field personnel will perform air
monitoring at least twice daily with a direct reading organic vapor analyzer(OVA, OVM or
HNU) in the breathing zone at each work location. All readings shall be recorded in field logs.
All direct reading instruments shall be calibrated according to the manufacturer's
specifications. The following action levels will be used if air monitoring is conducted:
• If OVA readings for a particular work area consistently exceed 5 parts per million
(ppm) above background, then sampling will cease and personnel will withdraw from
the work area.
• If concentrations persist above 5 ppm, then Level C protection will be required if work
is to continue.
• If OVA readings exceed 10 ppm in the breathing zone while workers are in Level C
protection, then work will cease and the source of the emission will be determined and
eliminated before work continues.
7.3.2 Noise
Field personnel will initially monitor noise levels associated with equipment and machinery
with a direct reading portable noise level monitor unless based on experience, it is known that
hearing protection is not necessary. Readings will be taken within the normal worker hearing
zone. If maximum noise levels exceed 85 decibels at any time during site operations, hearing
protection will be worn.
BNSF Mormon Yard—Soil Sampling HASP
Mormon Yard, Stockton, California
Kennedy/Jenks Consultants©,March 2015 Page 13
g:4sgmupWminyoh\13tl3MM.00_hnsM4pmjadmmtaTp asp.dw
