11/13/2003 09:04 9497231 FREY ENVIRONMENTAL PAGE 04/1 - <br /> • <br /> 3 <br /> PROPOSED EXCAVATION ACTIVITIES <br /> Prefield Activities <br /> FREY will modify the Site specific health and safety plan used during the collection of soil samples <br /> on September 18 and November 3,2003. The health and safety plan will incorporate the proposed <br /> excavation activities discussed below. Excavation activities are scheduled for November 14,2003. <br /> Soil Excavation <br /> FREY proposes to excavate a limited volume of soil containing petroleum hydrocarbons from the <br /> areas of previously collected soil samples D5,D8 and D9. A backhoe will be used to excavate three <br /> separate areas each approximately 5 feet wide by 5 feet long by 10 feet deep. <br /> Excavated soils will be stockpiled on plastic and covered with plastic sheeting pending off-Site <br /> transport and disposal. Physical observations of stained/discolored or odorous soils will be used to <br /> assess the occurrence of petroleum hydrocarbons in soil and evaluate the extent of excavation <br /> necessary to remove soils containing petroleum hydrocarbons. Hydrocarbon concentrations will be <br /> monitored with a photo-ionization detector. <br /> Soil Confirmation Sampling <br /> Once excavation activities are judged complete in each area,soil samples will be collected by FREY <br /> personnel. One sidewall sample will be collected from the center of each sidewall and one bottom <br /> sample will be collected from the bottom of each excavation. Thus, a total of 15 soil samples will <br /> be collected as part of excavation activities. <br /> Soil samples will be collected from the center of the backhoe bucket in 2-inch by 6-inch brass tubes. <br /> The brass tubes will be pushed or driven with a mallet into soil located in the center of the backhoe <br /> bucket. Once the sample tube is full of soil, each end will be covered with aluminum foil or teflon <br /> tape and covered with air tight plastic end caps. Each sample will be labeled with the area of <br /> excavation(135,D8 or 139),sidewall location(north,south,east,west or bottom),sample depth and <br /> time and date of sample collection. Once labeling is complete,each soil sample will be immediately <br /> placed into an ice chest cooled with ice. <br /> Excavation Backfill <br /> Each excavation will be backfilled with imported soil or gravel upon completion of soil sampling <br /> activities. Backfill material will be placed in maximum two foot lifts,compacted with mechanized <br /> equipment and resurfaced to match the surrounding surface area. <br />
