2. BACKGOUND <br /> This section presents a description of the Site, summary of available Site history, and <br /> previous regulatory activities and investigations conducted at the Site. <br /> 2.1 Site Description <br /> The Site is located at 1351 Dupont Court, Manteca, California, in a commercial and <br /> light industrial park. The Site is bounded by commercial/industrial facilities to the <br /> north (Millard Refrigerated Services and Delicato Family Vineyards distribution <br /> center); a railroad then highway rights-of-way to the east; approximately 20 acres of <br /> vacant land to the south; and commercial/industrial properties to the west (Geosyntec, <br /> 2013). The Site location is shown in Figure 1. <br /> 2.2 Site History <br /> Historically, the Site was used by the Former Spreckels Sugar Plant, which operated in <br /> the vicinity of the Site from 1917 through 1995,for the discharge and settling of process <br /> wastewater. Wastewater generated uring the manufacturing process was stored in <br /> ponds at the facility. The plant also stored spent lime from the sugar purification <br /> process in ponds. Ponds associate I with the sugar plant wastewater were located <br /> beneath and immediately surroundin the Site(Geosyntec, 2013). <br /> The property was subsequently use by the Manteca Composting Facility from 1996 <br /> through 1998. The facility operate windrow areas for composting green wastes (i.e. <br /> vegetation waste)at the current location of the Site. <br /> Closure of the lime ponds began in 1996 and was completed in 2001. During the <br /> closure of the ponds, spent lime was removed from the facility and either sold for <br /> distribution as an agricultural soil endment, or it was mixed with native soil and <br /> "tare" soil generated during beet washing and redistributed in the vicinity of the sugar <br /> plant. The Site was included in the area graded and filled with the lime soil mixture, <br /> which occurred in 1999 (Kleinfelder,2002). <br /> From 1998 through 2004, the Site was operated as undeveloped or fallow agricultural <br /> land. The Site was graded in 2004 and developed with a 94,950 square-foot refrigerated <br /> warehouse used for the distribution of Dreyer's ice cream in 2005. The Site continues <br /> to be used by Nestle for the storage and distribution of frozen food products.
