MAY 2 4 2007
Attn:, George Takamori
P. O. Box 15002
Sacramento, CA 95851
RE:- 103 N. E.Streett
Site Code: 1555
Stockton, CA
E
San Joaquin County Environmental Health Department (EHD) is the lead agency
providing the oversight of the investigation and cleanup of releases from underground
storage tanks (UST)within San Joaquin County. EHD has a contract with California
State Water Resources-Control Board (SWRCB) to conduct a UST corrective action
program. Your site was placed in the Local Oversight Program in 1989.
EHD has recently reviewed.the Site Conceptual Model and Subsurface Investigation
Report for your site dated January 25, 2007 prepared by Stratus Environmental, Inc.
This''latest phase of work was performed to further determine the extent of the1,2
dichoroethane (1,2-DCA) impact in ground water.caused by the unauthorized release
from the former USTs.
EHD has the following comments:
.1. Four twin CPT borings (CPT10, CPT11, CPT12, CPT13) were
_ completed on September 9, 2006. Ground water analytical results
from the grab samples suggest the vertical and lateral limits of the
plume remain undefined. In CPT10, CPT. 12 and CPT13, 1,2-DCA
was reported in the shallower water bearing zones and in CPT11 1,2-
DCA was reported in the deeper water bearing zone sampled at 109
{ feet below ground surface (bgs). The reported 1,2-DCA
concentrations were above a Maximum Contaminant Level (MCLs) for
drinking water.
2. In the report, The Site Conceptual Model evaluates human exposure
pathways: subsurface soil, volatilization, and ground water. The
model developed by.Stratus has not identified any direct expose
pathways: The model indicates that there are not any complete
pathways for exposure to the contaminants remaining in the
subsurface, but further evaluation of residual soil and groundwater
concentrations needs to be addressed.
i
