excavation is located on the east side of the parcel <br /> approximately one half way between Fremont Street and the former <br /> Colberg Boat Works. <br /> Soil samples and a single water sample [taken from the west end <br /> of the excavation] were analyzed for Total Petroleum Hydrocarbons <br /> as Diesel (TPHD) ; Total Petroleum Hydrocarbons as Gasoline <br /> (TPHG) ; Benzene, Toluene, Ethylbenzene and Xylene (BTEX) ; <br /> Oxygenates and Total Lead, at a California State Certified <br /> Laboratory. <br /> Total lead concentrations were of a value consistent with <br /> background values for the area. <br /> No Benzene, Zylene or Oxygenates were detected. Negligible <br /> concentrations of Total Petroleum Hydrocarbons Extractable as <br /> Diesel and Toluene were observed. <br /> Gasoline concentrations of 12,000 mg/kg and 3, 500 mg/kg were <br /> detected at west end of the small UST and the east end of the <br /> large UST respectively, at approximately 14 feet below grade. <br /> This proposed work is based on the "Tank Removal and Sampling <br /> Report" , [UST REPORT] , prepared by KLEINFELDER, dated May 1, 2000 <br /> which was sent to JPCA, a reconnaissance of the above identified <br /> site by John P. Cummings, three conversations between Roy Fowler <br /> and Jeffery C. F. Wong, and a Telecom between Jeffery C. F. Wong <br /> and John P. Cummings. <br /> Mr. Fowler understood, from his conversation with Mr. Wong, that <br /> the limits which were considered non detection concentrations, <br /> for oxygenates (Methyl Tert Butyl Ether, MTBE et al) during the <br /> UST removal were set too high. Mr. Fowler also understood that a <br /> "lead scavenger" needed to be analyzed for. John P. Cummings of <br /> JPCA suspects this material is Ethylene Dibromide (EDB) . <br /> During John P. Cummings ' Telecom with Mr. Wong, Mr Cummings also <br /> understood that Mr Wong considers the non detection limit in the <br /> analysis for MTBE, completed by Alpha Analytical Inc. , as being <br /> too high. <br /> The lateral extent of contamination was recognized as the shaded <br /> area as shown in the Excavation Area in the excavation identified <br /> as Figure 3 , by KLEINFELDER'S UST REPORT noted above. <br /> Based on the above noted information the following is proposed. <br /> This letter contains a description of the work proposed. <br /> An estimated cost to accomplish this proposed work will be sent <br /> under separate cover. <br /> Four tasks, described below, are required to complete the <br /> 2 <br />
