711 Materials, Inc. <br /> ,` ALTA <br /> Spill Prevention, Control and Countermeasure Plan ENVIRONMENTAL <br /> • Exterior paved surfaces are swept regularly using a sweeper/vacuum truck to minimize <br /> the accumulation of debris generated from Facility operations. The Facility contracts <br /> with an outside provider for the exterior pavement sweeping and vacuuming; <br /> • Solid wastes generated by spill cleanups will be maintained in closed containers <br /> transported by an authorized waste hauler to an approved disposal facility when the <br /> containers are full; <br /> • Containers will be inspected on a monthly basis, or more frequently if necessary, to <br /> identify fluid leaks. All fluid leaks will be repaired immediately; <br /> • Containers will continue to be serviced and maintained within the interior confines of <br /> the Facility. All maintenance services are provided by qualified Facility personnel or <br /> service companies; and <br /> • Oil/petroleum product storage areas will be inspected monthly or more frequently if <br /> necessary. Results of these inspections will be recorded and maintained at the Facility <br /> on the Facility Inspection Checklist contained in Appendix H. The Facility uses the <br /> DAT Mobile inspection management tool described in Section 7.2. <br /> 6.5 Spill Recordkeeping and Internal Reporting Procedures <br /> Ref:40 CFR 112.4(a)[Spill response and reporting]; <br /> Spills which could impact the water quality of waters of the United States and associated <br /> response actions will be reported immediately to the Facility Response Coordinator who will <br /> notify the Corporate Environmental Manager at Basic Resources, Inc. The Facility Response <br /> Coordinator will adhere to the conditions of the Spill Response Plan and complete the Spill <br /> Reporting Form contained in Appendix E. Spill Reporting Forms should be retained at the <br /> Facility for a minimum of three years after the forms have been completed and the mitigation <br /> measures were implemented. In addition, within 60 days from the time of a reportable spill, <br /> the following information must be submitted to the EPA Regional Administrator: <br /> • Name of the Facility; <br /> • Name of Facility representative; <br /> • Location of the Facility; <br /> • Maximum storage or handling capacity of the Facility and normal daily throughput; <br /> • Corrective action and countermeasures taken, including a description of equipment <br /> repairs and replacements; <br /> • An adequate description of the Facility, including maps, flow diagrams, and <br /> topographical maps, as necessary; <br /> • The cause of such discharge as described in 40 CFR 112.I(b), including a failure <br /> analysis of the system or subsystem in which the failure occurred; <br /> • Additional preventive measures taken or contemplated to minimize the possibility of <br /> recurrence; and <br /> • Such other information as the EPA Regional Administrator may reasonably require <br /> pertinent to the SPCC Plan or discharge. <br /> The Facility Response Coordinator will send documentation to the Corporate Environmental <br /> Manager at Basic Resources, Inc. The Corporate Environmental Manager will send a <br /> complete copy of all information provided to the EPA Regional Administrator to the local and <br /> state agencies notified of the oil/petroleum containers at the Facility (e.g. local fire <br /> department, San Joaquin County Environmental Health Division, and Regional Board).
