711 Materials, Inc.
,` ALTA
Spill Prevention, Control and Countermeasure Plan ENVIRONMENTAL
recommendations to the EPA Regional Administrator as to further procedures, methods,
equipment, and other requirements necessary to prevent and to contain discharges from the
Facility.
6.6 Spill History
There have been no spills of oil in harmful quantities at the Facility. In the event of a single
discharge of greater than 1000 gallons, or two discharges within 12 months greater than 42
gallons each, then a report will be sent to the EPA Regional Administrator. This report will
satisfy the requirements in 40 CFR 112.4(a)(1-9) and be sent within 60 days of the incident.
6.7 Spill Prediction
Ref:40 CFR 112.7(b)
Experience indicates a reasonable potential for equipment failure, such as loading or
unloading equipment, tank overflow, rupture or leakage, other equipment known to be a
source of a discharge. This section presents a prediction of the direction, rate of flow, and
total quantity of oil that could be discharge from the Facility as a result of each type of major
equipment failure. They are summarized in Table 2.
All outdoor site drainage is to the concrete recycling unit or the on-site storm drains. The on-
site storm drains flow through the Bay Saver® and into the City of Stockton storm water
drainage system. Containment locations identified in the table are shown in site maps found
in Appendix C.
Table 2—Potential Spill Scenarios
Max Method of
Source Type of Failure Volume Rate(Gal/Hr) Direction of Flow Containment
Released
Aboveground Storage Tanks
Primary Tank Failure Up to 12,000 Gradual to None Double-wall
gallons Instantaneous
Primary and Secondary 12,000 Gradual to South to Curb,
Diesel Fuel Tank Failure gallons Instantaneous West to Storm Bay Saver®
Tanks Drain
Piping/Dispenser South to Curb,
< 10 gallons < 10 West to Storm Spill Kits, Bay Saver®
Failure Drain
Motor Oil and Tank Failure 300 gallons Gradual to East toward center Service Pit
Instantaneous of building
Hydraulic Oil East toward center
Tanks Piping/Hose Failure <5 gallons < 5 of building Spill Kits, Service Pit
Tank Failure 300 gallons Gradual to None Secondary Containment
Used Oil Instantaneous
Tank Piping/Hose Failure <5 gallons <5 Inside shop: East Spill Kits, Service Pit,
Outside shop: West Steam Cleaner Recycler
Total Drum Failure 55 gallons Gradual to East toward center Service Pit
Drums Instantaneous of building
Piping/Hose failure < 5 gallons < 5 East toward center Spill Kits, Service Pit
of building
Transformer Tank Failure 390 gallons Gradual to South and east Concrete Recycling
Instantaneous Unity, Bay Saver®
Alta Environmental 16
BASR-19-8895
July 3, 2019
