Q, <br /> ALTA <br /> Spill Prevention, Control and Countermeasure Plan ENVIRONMENTAL <br /> 9.0 FACILITY TANK TRUCK LOADING/UNLOADING <br /> Ref:40 CFR 112.7(h); Ref:SPCC Guidance for Regional Inspectors, <br /> Section 4.4.2 <br /> This section lists the specific requirements in 40 CFR 112.7(h) - Facility tank car and tank <br /> truck loading/unloading rack. The facility response addresses each requirement and <br /> describes how the facility complies. <br /> (1) Provide an interlocked warning light or physical barrier system, warning signs, <br /> wheel chocks or vehicle break interlock system in loading/unloading areas to <br /> prevent vehicles from departing before complete disconnection of flexible or fixed <br /> oil transfer lines. <br /> Facility Response: <br /> The Facility does not have any loading/unloading racks. Oil/petroleum products <br /> are transferred from delivery tank trucks through flexible hoses to the tanks. The <br /> following transfer operations include a description of facility procedures and <br /> practices when transferring oil/petroleum products from tanks to vehicles and/or <br /> equipment. <br /> • Preferably, transfer operations should be performed over an impervious <br /> surface (i.e., sound, intact concrete or asphalt pavement). If this is not <br /> possible, a drip pan or bucket must be placed below hose connections for <br /> transfers performed over a non-impervious surface. <br /> • Prior to transfer operations, the vehicle engine must be turned off and the <br /> brake set. <br /> • The fitting and product transfer hose must be visually checked for defects <br /> and replaced if necessary. <br /> • Hose valve ends for all petroleum products must have valves installed to <br /> limit spillage. <br /> • When the transfer operation is complete, the transfer hose must be <br /> returned to its proper storage location, and fully cleared from all vehicle <br /> drive areas. <br /> • Incidental spills must be cleaned up with absorbent materials, which should <br /> then be placed into containers for proper disposal in accordance with <br /> company policy. Spill cleanup material must be stored in a readily <br /> identified, accessible location. <br /> (2) Prior to filling and departure of any tank car or tank truck, closely inspect for <br /> discharges the lowermost drain and all outlets of such vehicles and if necessary, <br /> ensure that they are tightened, adjusted or replaced to prevent liquid discharge <br /> while in transit. <br /> Facility Response: <br /> All tank trucks are inspected after unloading and prior to departure for any <br /> discharges and to insure their outlets are properly closed, tightened and adjusted. <br /> Alta Environmental 22 <br /> BASR-19-8895 <br /> July 3, 2019 <br />
