The Schedule proposes submitting the
Work Plan by 15 October 2004,but states that your consultant, Kennedy/Jenks, may undertake these
tasks prior to the preparation and submittal of the work plan.
It is inappropriate to undertake the tasks prior to submittal of the work plan and concurrence by Regional
Board staff. Undertaking the requested tasks prior to receiving our concurrence may result in UPRR
needing to repeat tasks if we do not agree with the consultant's approach. Also, staff may wish to be
present to observe field work and/or obtain split samples of the culvert washing.
We appreciate UPRR wanting to accomplish tasks prior to the coming rain season and will expedite
review of the work plan once received. By 21 September 2004, please submit the work plan for the
requested tasks. Be sure to notify this office at least 72 hours prior to performing any field work so that
we can arrange to be on site during the work.
