2.0 BACKGROUND <br /> Lir <br /> 2.9 Location <br /> Weber Block is bounded by Weber Avenue to the south, Center Street to the west, Channel Street <br /> to the north, and El Dorado Street to the east (refer to Figure 2-1). The Stockton Deep Water <br /> Channel terminates under the site. The parking lot on the site is supported by piers above the <br /> channel. Surrounding areas include the Stockton Deep Water Channel and a former ARCO <br /> service station to the west. The street address of the former Shell service station is 141 North <br /> El Dorado Street, Stockton, California. The geographic coordinates of the site are: 37 57' 14" <br /> N latitude and 121 17' 25" W longitude. The site currently occupies approximately 2 acres in <br /> a commercial and light industrial area. The site is bordered on the north by the state building, <br /> on the west by the Stockton Deep Water Channel and former ARCO service station, on the south <br /> by an above ground parking lot, and on the east by the abandoned Hotel Stockton and former <br /> Good Year tire and auto repair facility. The specific location of the Weber Block site is shown <br /> in Figure 2-2. <br /> 2.2 Site Description <br /> The site currently consists of an abandoned automotive repair building, a closed soil vapor <br /> extraction and groundwater extraction system, and an asphalt paved parking lot. The parking lot, <br /> supported by piers, lies along the Stockton Channel. <br /> The hydrogeology from previous reports for investigations conducted for the former Shell service <br /> station indicates that groundwater was encountered at a depth of approximately 20 feet below <br /> ground surface (bgs) in April 1997. The direction of groundwater flow was reportedly to the <br /> east/northeast (Enviros, 1997). <br /> 2.3 Operational History <br /> Weber Block is currently owned by C.M. Weber Enterprise, Inc. The historical chain of title <br /> includes ownership by members of the Weber family dating back to 1879. Previous ownership <br /> of the parcel also included the City of Stockton. The City of Stockton is currently leasing the <br /> property with a purchase option (Nationwide Environmental Title Research, 1997). Shell Oil <br /> Company began leasing the property in 1955 and operated a gasoline service station. <br /> Observations made by Versar and McLaren Hart during their review of historical Sanborn maps <br /> and aerial photographs are summarized below (Versar and Mclaren Hart, 1996). The complete <br /> descriptions are in Appendix F. Figure 2-2 outlines the areas of the former land uses on Weber <br /> Block. <br /> Historical Sanborn Fire Insurance Maps dated 1895, 1917, and 1950 indicate the presence of <br /> freight sheds and transportation loading terminals on the northern and southern portions of Weber <br /> Block, and an open Stockton Channel extending across the center of the site to El Dorado Street. <br /> 0362 WEBER BLOCK (Area 9) Sampling and Analysis Plan 0 <br /> Page 3 <br />
