There are four wells total on the property, but <br /> one of the wells will be purchased by Arco Refining and Marketing Company (ARCO) for use <br /> in defining an offsite contamination problem. <br /> BACKGROUND <br /> The subject property consists of a two story structure which was a former State Savings and <br /> Loan building. Prior to construction of the State Savings and Loan building in 1961, the <br /> subject property was used as an automotive repair facility dating back to at least 1917. The <br /> site has been the focus of several environmental investigations from approximately 1991 when <br /> Clayton Environmental Consultants installed a groundwater monitoring well on the subject <br /> property until August of 1999, when the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB) requested that Washington Mutual Branch destroy the existing groundwater <br /> wells as a condition for a "No Further Action" status at the site. <br /> SCOPE OF SERVICES <br /> As requested by the client, Avalon will abandon three of the four existing onsite groundwater <br /> monitoring wells. Avalon will also coordinate for the remaining monitoring well to be deeded <br /> over to Arco for a groundwater investigation they are conducting up gradient to the subject <br /> property. In addition, Avalon will dispose of waste generated in connection with the <br /> groundwater wel I abandonment, composite sampling of the waste generated, and coordination <br /> with the regulatory agencies involved, which are the San Joaquin County Environmental <br /> Health Services (SJCEHS), and the CVRWQCB. <br /> Permitting. <br /> Prior to abandonment, permits will be obtained by the SJCEHD. A work plan outlining the <br /> well abandonment procedures will be required by the SJCEHD. <br />
