Spill Prevention, Control and Countermeasure Plan <br /> Tesla Treatment Facility Page 26 of 45 <br /> At the Emergency Power Generation Facility specifically, stormwater runoff and drainage is <br /> diverted via storm drain inlets,culverts and underground piping to a storm drain inlet located south <br /> of the bulk storage tanks and loading/unloading area. From this storm drain inlet, drainage flows <br /> southward via a 15-inch underground stormwater sewer pipe to discharge into the retention basin. <br /> Any spill or discharge not captured by secondary containments nor spill response material, and not <br /> pooled or absorbed by ground cover around the discharge source, could potentially flow and enter <br /> a nearby storm drain inlet and discharge into the retention pond. <br /> At the substation transformer on the south side of the Electrical Building, any spill or discharge <br /> not captured by secondary containment nor spill response material, and not pooled or absorbed by <br /> ground cover around the discharge source could potentially flow and enter a storm drain inlet <br /> located south and downslope of the substation transformer. The storm drain inlet is engineered to <br /> drain via underground sewer piping into the retention basin. <br /> The retention basin along the south side of the Tesla Treatment Facility provides for capturing oil <br /> discharge from the facilities before flow continues eastward and offsite. <br /> 2.7 Containment/Diversionary Structures and Equipment <br /> [40 CFR§112.7(c)] <br /> The following containment and/or diversionary structures and equipment are in place to contain <br /> and control discharges at the Tesla Treatment Facility: <br /> • Double-wall tank construction at the Emergency Power Generation Facility, each tank having an <br /> outer shell designed to contain one-hundred-and-ten percent(110%)of the inner shell capacity. <br /> • The fill port for the bulk storage tanks is equipped with a containment box designed to capture <br /> leaks and drips from the piping/hose connections during loading/unloading. The Simplex pump <br /> boxes are designed to contain drips or small spills. <br /> • Valves and pipe caps at secondary containments in the Emergency Power Generation Facility. <br /> • The Emergency Power Generation Facility and the substation transformer area at the Electrical <br /> Building are gently sloped so that any discharge of oil would tend to collect around the source, <br /> flow outward from the source would be relatively slow and facilitate spill response and cleanup. <br /> • The Emergency Power Generation Facility and substation transformer area at the Electrical <br /> Building are engineered to drain to storm drain inlets that discharge into the retention pond along <br /> the south side of the Tesla Treatment Facility, part of the stormwater collection and drainage <br /> system. In the event of an oil discharge,the retention pond provides for capture and containment <br /> before flow continues eastward and off the property. <br /> • Sorbent, booms and other spill control and containment materials are available for rapid <br /> deployment and containment in the event of an oil discharge. <br />
