Spill Prevention, Control and Countermeasure Plan <br /> Tesla Treatment Facility Page 27 of 45 <br /> 2.8 Secondary Containment Non-Practicability [40 CFR§112.7(d)] <br /> Facility management has determined that secondary containment at the facilities subject to the <br /> SPCC Rule is practicable. <br /> 2.9 Inspections, Testing and Records [40 CFR§112.7(e)] <br /> Pursuant to 40 CFR§112.7(e) of the SPCC Rule, inspection and testing of the storage tanks and <br /> containers, piping, valves, sensors and related equipment are conducted by trained facility <br /> operators and specialty vendors to ensure tank and equipment integrity, and to detect any leaks or <br /> spills, or any cracks or other distress that could cause a discharge. Written procedures have been <br /> developed for conducting the inspections and testing. Records of inspections and tests are kept <br /> with the SPCC Plan in the Operations Building for a period of three (3) years. <br /> 2.9.1 Inspection and Testing Schedule <br /> Table 2-5 below summarizes the inspections and testing performed at the facility. <br /> Table 2-5: Inspection and Testing Program <br /> Facility Inspection/Testing Tasks Frequency <br /> Component <br /> Emergency Power Generation Facility <br /> Aboveground tanks.
