Spill Prevention, Control and Countermeasure Plan <br /> Tesla Treatment Facility Page 29 of 45 <br /> • Observing the exterior of aboveground storage tanks,pipes,valves,pump cabinets,fill port,and <br /> other equipment for signs of distress, deterioration, leaks, corrosion, and staining, and also <br /> observing tank and generator foundations and supports for signs of instability or distress. <br /> • Observing the tank fill and discharge pipes for signs of poor connection that could cause a <br /> discharge, and tank vent for obstructions and proper operation. Checking the inventory of spill <br /> response supplies and equipment and restocking as needed. <br /> All problems regarding tanks,piping,containment,or response equipment are reported to the Chief <br /> Stationary Engineer. Visible oil leaks from tank walls, piping, or other components are mitigated <br /> and repaired upon discovery. <br /> 2.9.4 Annual Inspections <br /> Facility operators perform also perform annual inspection of the standby power generators and bulk <br /> storage tanks. This annual inspection includes gauges and complements the monthly inspection <br /> described above and is performed in May of each year. <br /> A exterior inspection of the substation transformer outside the Electrical Building is conducted <br /> every three(3)years. The inspections involve a visual assessment of the structural and operational <br /> integrity of the transformer exterior including the transformer foundation and supports. The <br /> transformer is inspected for signs of oil leakage, distress, deterioration,corrosion, and staining. <br /> 2.9.5 Additional Inspections and Record Keeping <br /> Additional inspections and record keeping requirements are found in the following sections of <br /> this SPCC Plan: <br /> • Section 1.6.2 Plan Review and Evaluation Every Five(5)Years [40 CFR§112.5(b)]. <br /> • Section 1.6.3 Certification of Technical Amendments to Plan [40 CFR§112.5(c)]. <br /> • Section 2.10.1 Training Requirements [40 CFR§112.7(f)(1)]. <br /> • Section 3.3.3 Drainage of Uncontaminated Rainwater[40 CFR§112.8(c)(3)]. <br /> • Section 3.3.6 Tank Integrity Testing [40 CFR§112.8(c)(6)]. <br /> • Section 3.4.4 Inspection of Valves,Piping and Appurtenance [40 CFR§112.8(d)(4)]. <br /> • Section 4.4.1 Inspection,Testing and Reporting [40 CFR§112.12(d)(1)]. <br /> 2.10 Training and Discharge Prevention [40 CFR§112.7(f)] <br /> The Chief Stationary Engineer is the facility designee for oil discharge prevention, control, and <br /> response preparedness at the Tesla Treatment Facility. Facility operators are instructed in the <br /> operation and maintenance of oil pollution prevention equipment; spill response and prevention <br /> protocols; applicable pollution control laws, rules and regulations; general facility operations and <br /> maintenance; and the content of this SPCC Plan. Any new facility operators with oil-handling <br /> responsibilities is provided with this same training before assuming duties. <br />
