QUALIFIED OIL-FILLED OPERATIONAL EQUIPMENT - 40 CFR 112.7(k)
There are no oil-filled operational equipment utilized at the facility, therefor this section
does not apply.
5.0. DISCHARGE PREVENTION — SPCC PROVISIONS FOR THE FACILITY
The following measures are implemented to prevent oil discharges during the handling,
use or transfer of oil products at the Facility. Oil-handling employees have received
training in the proper implementation of these measures.
5.1. FACILITY DRAINAGE - 40 CFR 112.8(b)
ASTs at the Facility are constructed of double-wall construction. Any potential discharge
from ASTs will be restrained by secondary containment structures or building walls.
Discharges occurring during unloading operations will be restrained by spill kit equipment
and absorbents until cleanup can occur. In the event of drainage events (may not be
applicable), the form included in Appendix G of this Plan should be utilized to record the
event. Records are maintained at the Facility for at least three years.
5.2. BULK STORAGE CONTAINERS - 40 CFR 112.8 (c)
Table 8 summarizes the construction, volume, and content of bulk storage containers at
the Facility.
5.2.1. Construction - 40 CFR 112.8 (c)(1)
All ASTs used at this Facility are constructed of steel, in accordance with industry
specifications as described above. The design and construction of all bulk storage
containers are compatible with the characteristics of the oil product they contain, and with
temperature and pressure conditions. There is no piping between fixed ASTs.
5.2.2. Secondary Containment - 40 CFR 112.8 (c)(2)
The ASTs on-site are manufacturer constructed, double wall tanks and have internal
secondary containment sufficient to contain 110% of the volume all contents. Each large
generator has secondary containment pans at each setup (sufficient for fuel and motor
oil).
The 55-gallon drums are placed on spill pallets. Each spill pallet provides a 110% capacity
in the event of a drum breach.
