Field and <br /> laboratory procedures are included as Attachment A. <br /> Our objectives in performing the scope of work are: <br /> 1. To remove existing underground facilities. <br /> 2. Address areas of soil impacted by hydrocarbons using limited <br /> over-excavation or other appropriate methods based on the levels <br /> encountered. <br /> Site-Specific Health and Safety Plan <br /> As required by the Occupational Health and Safety Administration (OSHA) "Hazardous <br /> Waste Operations and Emergency Response" guidelines (29 CFR 1910.120), and by <br /> California Occupational Health and Safety Administration (Cal-OSHA) "Hazardous <br /> Waste Operations and Emergency Response" guidelines (CCR Title 8, Section 5192), <br /> IT has prepared a Site-Specific Health and Safety Plan (Attachment B). The <br /> Site-Specific Health and Safety Plan will be reviewed by the field staff and contractors <br /> prior to beginning held operations at the site. <br /> Soil Sampling Activities <br /> During upcoming activities, ITwill be onsite to observe removal of the USTs and other, <br /> underground facilities, and to collect samples. When existing facilities are removed <br /> from the site, an IT representative will collect soil samples in accordance with SJCEHD <br /> .requirements. The samples will be submitted under chain-of-custody documentation to <br /> a California State-certified analytical laboratory for analysis as described below. <br /> Managerntnt of Excavated Soil and Limited Over-Excavation <br /> If hydrocarbon impacted soils are encountered, limited over-excavation may be <br /> performed. Over-excavation, if performed,will be limited to approximately 300 to 700 <br /> cubic yards of soil. The vertical ektent of the over-excavation will be based on the <br /> depth to groundwater(expected to be greater than 25 feet bgs) and the limits of the <br /> excavation equipment, which is approximately 25 feet. <br /> Upon excavation, the soil will be stockpiled in segregated piles and covered with plastic <br /> sheeting at the site for sampling and later disposal. All stockpiled soil will be sampled <br /> at one four-point composite for every 100 yards and subsequently hauled and disposed <br /> of at an approved landfill. With the permission of SJCEHD, clean stockpiled soil may <br /> be reused as fill. <br /> Stockpiled soil not reused onsite will be covered with plastic sheeting and temporarily <br /> stored on site pending receipt of laboratory analytical reports. Soil will be removed <br /> •,r from the site and transported to an appropriate landfill facility. <br /> 911-011.1 A/W PLAN <br />
