EI Dorado St. <br /> Stockton, CA_, 95206 <br /> San Joaquin County Public Health Services, .Environmental Health Division (PHS-EHD) <br /> has recently reviewed the Quarterly Monitoring Report (QMR) for the Fourth Quarter of <br /> 1996 as-submitted by your consultant, EA Engineering Science and Technology, (EA) <br /> and has the following comments. <br /> Although the gradient direction and hydraulic rate were mentioned, missing from this <br /> QMR and the last one submitted (2"d Quarter-1996) were groundwater gradient maps <br /> showing;,direction of the groundwater and lines of equal groundwater elevations. <br /> A QMR has not been submitted for the 3r° Quarter-1996. Please have your consultant <br /> provide the missing report and other data as soon as possible. All future quarterly t <br /> reports are to include gradient maps showing equal lines of groundwater elevation and <br /> your geol.ogist/engineer's interpretation of the direction of the groundwater. <br /> EA comments included within the latest QMR mentioned that a regenerative blower will <br /> be installed during the Fourth Quarter-1996 and hydrocarbons vapors will be abated by <br /> dual vapor-phase activated carbon absorption units in series. With groundwater <br /> contamination at the low levels reported in this latest report, PHS-EHD questions <br /> whether this is the most cost-effective approach. Please submit a report of the findings <br /> of the vapor extraction results that ended February 1996. Remedial efforts not directed I <br /> by PHS-EHD may not be eligible for re-imbursement with the Cleanup Fund. <br /> Underground tank sites are currently being evaluated based on risk to human health <br /> and the environment. Sites with low level petroleum in the groundwater need to have <br /> the plume delineated and the surrounding area surveyed for receptors that may be <br /> impacted. A well survey and a utility/trench/subsurface conduit survey needs to be 4 <br /> conducted for this site.
