' with instructions to test for benzene, toluene, xylene, and TRPH. <br /> The results of that analysis, (TABLE LV & EXHIBIT- F. ) showed that <br /> only motor oil was above detection limits The spoil removed <br /> from the waste oil site was also sampled, and tested as above, it <br /> too only indicated motor oil , (TABLE IV & EXHIBIT F ) The <br /> excavation was filled by placing clean fill on bottom and <br /> covering it with the removed spoil.. The excavations were later <br /> covered with asphalt <br /> In October, 1989, the owners removed a portion of the asphalt, <br /> and hand angered to about 23 feet in approximately the middle of <br /> the site of the removed waste oil tank, where a soil sample was <br /> taken Laboratory analysis measured oil, (as motor oil, ) at 289 <br /> mg/kg_ However, since no attempt was made to properly clean the <br /> 1 auger between runs, proper field sampling and preserving tech- <br /> niques were not followed or documented, and the work was not <br /> witnessed by properly Licensed personel, the laboratory results <br /> ' cannot be considered as indicative of actual conditions After <br /> completion of the boring, it was reported that the removed spoil <br /> was returned to the hole and covered with asphalt No work has <br /> been done on the site since the above sampling was done <br /> On August 18, 1993, the San Joaquin County PHS, Environmental <br /> Health Division, wrote to the owners stating that since contam- <br /> ination was indicated beneath the waste oil tank, a workplan for <br /> investigating the extent of that contamination must be submitted <br /> to the County EHD by October 1 , 1993, and the work must be com- <br /> pleted by November I A copy of that correspondence is attached <br /> as EXHIBIT G The following workplan has been prepared to <br /> address that directive. <br /> I WORKPLAN FQR INVESTIGATING THE EXTENT OF SOIL QONTAMINATION <br /> ENCOUNTERED BELOW A 150 GALLON WASTE OIL TANK ON THE SITE. <br /> ' NOTES-- <br /> I <br /> OTES_I The removed waste oil tank was within 3-4' of the westerly <br /> ' property line, which is adjacent, to a single family dwelling_ It <br /> is not planned to place any soil borings offsite at this time, if <br /> the results of this work indicate that contamination may have <br /> migrated off the property, any necessary additional work will be <br /> addressed after analyzing all the data- <br /> 2 Underground utilities will be identified and located prior to <br /> ' commencing operations_ <br /> 3 _ An application for a drilling permit, together with the <br /> necessary fee, is attached to this workplan <br /> 4 <br />
