The reason for this decision was that little volatilization and no biodegradation of the diesel <br /> contamination would take place when the soil was spread and aerated on the concrete or asphalt <br /> surface. I indicated to you that Bulk Transportation had mentioned their intent, if allowed, to <br /> place the diesel-impacted soil in the unpaved area between the chain-link fence and the railroad <br /> tracks located on the western side of the property. <br /> Subsequent,to. the. September 26.,conversation, I contacted Mr. Andrew Woods of Bulk <br /> Transportation to.confirm his intent and desire.to,,place the-diesel-impacted soil in this unpaved <br /> area to enhance biodegradation of tfi+diesel fud.'Mr. Woods indicated he planned to spread the <br /> soil on the ground surface in a maximum 8-inch-thick lift and disc the soil to mix it thoroughly <br /> with the underlying native soil. This process would place the naturally occurring microorganisms <br /> in the native soil in contact with the diesel-impacted soil and aid in the natural degradation of the <br /> diesel. The mixing process would also help aerate the more volatile constituents of the diesel. <br /> Bulk Transportation requests the San Joaquin County Environmental Health Department's <br /> approval of this on-site disposal plan: Please call if you have any questions. <br /> Hygienetics Environmental Services,Inc. <br /> Rodger C.
