Work Plan For Investigation of Reported Release <br /> California Tank Lines Facility <br /> Stockton, California <br /> Sierra-Pacific Project No. 96-620.01 <br /> 3.0 SCOPE OF WORK <br /> I <br /> I <br /> The purpose of this proposed project is to investigate the reported release by drilling two <br /> I <br /> borings at the site, collecting soil samples, and having the samples analyzed. Sierra-Pacific will <br /> r , produce a health and safety plan, a work plan, and a report of the findings of the investigation. <br /> Ili <br /> These work products will be sent to the County of San Joaquin Public Health Services, <br /> Environmental Health Division and the State Water Resources Control Board. The designated <br /> review agency is the California Regional Water Quality Control Board, Central Valley Region, <br /> Task 1 - Preparation/Implementation of Health and Safety Plan <br /> Siena-Pacific has prepared a site-specific Health and Safety Plan in accordance with both State <br /> and local regulatory guidelines, which is presented in Appendix A. The plan addresses all <br /> aspects of onsite worker safety and health, based upon the proposed scope of work described <br /> 11 <br /> below. <br /> Sierra-Pacific will provide a Site Safety Officer (SSO) who will oversee, calibrate, and manage <br /> use of monitoring equipment and keep records of same during onsite operations. The SSO will <br /> hold daily tailgate meetings prior to the start of work, and will generally supervise <br /> implementation of and conformance with the plan. SSO shall have authority to cease <br /> operations if necessary to enforce the plan. The SSO shall approve of any changes in personal <br /> protective equipment (PPE) and enforce plan compliance . SSO shall enforce engineering <br /> controls, as necessary, to mitigate safety hazards. <br /> Task 2 - Excavation of Soil Borings and Soil Sampling <br /> Sierra-Pacific will oversee two soil borings in the vicinity of the former UST excavation. The soil <br /> borings will be advanced using a nominal 8-inch diameter truck-mounted hollow-stem auger. Sierra- <br /> Pacific will utilize the services of its subcontractor, Woodward Drilling Co. of Rio Vista, a California <br /> Sierra-Pacific Groundwater Consultants, Inc. 2 <br />
