On September 28, 1995 a Work <br /> Plan was submitted to the LOP and a revised copy was submitted on October 31, <br /> I 1995. <br /> The County approved the Work Plan on November 9, 1995 On November 15, 1995 <br /> Ia pre-approval request was submitted to the UST Fund to cover the costs associated <br /> with the activities set forth in the Work Plan On November 29, 1995, the UST Fund <br /> granted pre-approval of the feasibility study The Bank of Stockton had indented to <br /> commence work in January of 1996 <br /> I Shortly after the first of the year, the UST Fund, the LOP and everyone connected <br /> with LUST sites encountered a wall of uncertainty regarding reimbursement This <br /> was a result of the LLNL study and the changes that are anticipated by the AB 1764 <br /> Advisory Committee and the State Water Resource Control Board. RWQCB <br /> personnel suggested to us that RP's should have LOP directives re-issued with a 1996 <br /> date in order avoid the possibility of encountering reimbursement problems On <br /> 4 January 12, 1996, the Bank of Stockton requested that the LOP re-issue its directive <br /> to perform the Feasibility Study On February 22, 1996, the directive was re-issued <br /> by the LOP and the pre-approval was re-issued by the UST fiend in April of 1996 <br /> I Based on theast several monitoring g eve t <br /> n s, the County is prepared to pursue <br /> I closure of the Western Lift tanks without performing the Feasibility study or any <br /> other active remedial action <br /> In the November 1995 groundwater monitoring event, San Joaquin County <br /> PHS/EHD directed that the domestic water well on the site be sampled and <br /> analyzed This was the first known sampling event involving the water well which <br /> lies about 450 feet north of the site of the former UST's Detectable levels of <br /> gasoline range petroleum hydrocarbons were found in the water sampled from the <br /> well. It is not known whether the petroleum hydrocarbons detected in the well are <br /> related to the Western Lift release or some other source, however, the San Joaquin <br /> County PHS/EHD has designated the contaminated water well as a separate site for <br /> purposes of characterization and mitigation <br /> I <br />
